minutes of the October 6th meeting.

11 APPLICATION 05-90, FLIP HAIR SALON

Mr. Gish: Matthew Gish, San Signs and Awnings.

13 States they proposed an MDO sign with acrylic

letters. Asks Board which way they would like

14 the applicant to go with this particular sign.

15 Ms. Brescia: Explains this is an important

corner. States they discussed putting awnings

16 on that building.

17 Mr. Gish: Explains it has to be completely

redesigned and re-approached with each of the

18 people that have their businesses in this

building. States an awning would be more

19 expensive than the signage they proposed.

20 Ms. Brescia: Asks if he has approached the

clients with that.

Mr. Gish: States he has approached the clients

22 verbally. Explains there has to be a whole

design process that has not been completed as

23 of yet. States his concerns are what if one of

the clients or the clients as a whole come back

24 and say they're not interested in putting up

awnings in that location.

Ms. Brescia: Explains they would like to

encourage it.

Ms. Uhle: Explains from a planning perspective

3 that intersection is so important and that

building is potentially the most attractive

4 building and has the most significant impact

with regard to the appearance of that

5 intersection. Feels awnings would make a

significant difference.

Mr. Gish: Explains there are six store fronts

7 and they only have two clients that have given

deposits. Explains the entire building did

8 remove the illegal non-conforming signage that

was on the building. Explains a lot of these

9 people do not have signs right now.

10 Ms. Raffiani: Feels keeping the material the

same is really important and with an awning you

11 do that.

12 Mr. Gish: Asks if Board is not considering

signage at all unless it is an awning.

Ms. Brescia: Explains they would like to

14 encourage an awning there.

15 Ms. Uhle: Asks what the cost differential is

between the signs proposed and the awning.

Mr. Gish: States probably thirty to fifty

17 percent increase in price.

18 Ms. Brescia: Asks if the landlord could help

the tenant cover any of that cost.

Mr. Gish: Explains that was originally

20 discussed and the landlord decided it is the

renter's responsibility to handle their

21 signage. Explains the landlord is interested

in making the building look as nice as

22 possible.

23 Ms. Brescia: Feels the sign proposed is fine

if it were on another building in another part

24 of town. Feels in this location there needs to

be something a little more.

Mr. Gish: States he could reach back out to

the clients and finalize that and get the

2 design process done and re-apply. Asks if the

client does not want an awning will the signage

3 proposed be approved.

4 Ms. Raffiani: Explains whatever is approved

for these first two people is setting a

5 precedent and there should be some uniformity

within that building. States a concern on this

6 application is it's the only storefront that

was painted brown above the brick line. Asks

7 if there is anything going to be done about

removing that.

Mr. Gish: States that has to be discussed with

9 the landlord and that is not part of the

project he is assigned to.

Ms. Uhle: Asks if they could bring in

11 something that shows the proposed awning types

for the two stores together, Flip Hair Salon

12 and Electrolux, and provide a picture from the

corner across the street to show the entire

13 facade. States it would be helpful to show

what the building looks like with just the two

14 awnings and then also something that shows it

with awnings on the other store fronts so the

15 Board would have something to compare. States

she will set up a special meeting as soon as

16 the applicants are ready.

17 Mr. Gish: Asks if that will be for both Flip

Hair Salon and Electrolux.

Ms. Uhle: States yes.

Mr. McIntyre: Discusses the dimension of the

20 sign in relationship to the storefront.

Explains it's not to exceed the seventy-five

21 percent rule.

22 Mr. Gish: States the sign is only a hundred

and twenty inches long and storefront is

23 significantly larger than that. States sign is

about fifty percent of the total frontage of

24 the building.

25 Mr. Miller: Asks if beneath the existing sign

is an aluminum fascia.

2 Mr. Gish: States yes. Explains that sign band

wraps around the entire building for all six

3 storefronts.

4 Mr. Miller: Asks if new sign will cover that.

5 Mr. Gish: Explains that particular panel is

twenty-four to twenty-six inches in height and

6 with the eighteen inch standard it will not get

fully covered.

Ms. Uhle: Explains the awning would cover that

8 up.

APPLICATION 05-93

11 Mr. Loheac: Henry Loheac, architect. Explains

recently they decided to confront the problem

12 they had with parking and took an adjacent

piece of property and tour down the building to

13 create a parking lot. States the parking lot

was recently completed and landscaped and they

14 need a sign to discourage people from abusing

the right to park on their property. States

15 they are proposing a product made by Azec, the

material is basically white and is maintenance

16 free. Shows sample. Explains they are

proposing to take a sheet of this material and

17 sandwich it on a framework of four by fours and

then with vinyl letters identify the property

18 as parking for 111 Brook Street and have some

type of a note stating unauthorized parking

19 will not be permitted. States if Board is not

happy with this sign they could do the same

20 cheap sign that the adjacent buildings have and

save a lot of money.

Mr. McIntyre: Asks what font they are

22 proposing.

23 Mr. Loheac: States helveticus.

24 Mr. McIntyre: Asks if any illumination is

proposed for the sign.

Mr. Loheac: States no. Explains parking lot

is illuminated. Explains parking problem is

2 during the day.

3 Mr. Miller: States he would rather see more of

a monument sign.

Mr. Loheac: States he prefers this sign.

Mr. McIntyre: States he likes the sign

6 proposed.

7 Ms. Brescia: Explains it's not something she

would like to see, but it is in an industrial

8 type neighborhood. Feels they would be better

off with a standard type sign.

Mr. Loheac: Feels no one else cares what their

10 building looks like, they put up cheap signs,

they put notes on cars saying that your car

11 will be keyed meanwhile they're parking on town

property. Explains his wife has been talking

12 to the town for four years on this and all she

gets is double talk. Feels maybe the problem

13 is they don't live in Eastchester.

14 Mr. Miller: Explains applicants usually have a

little bit more latitude in their plans, but

15 this is either take it or leave it.

16 Mr. Loheac: Asks what the compromise is.

17 Ms. Brescia: States Board needs to see a

second option.

Mr. Loheac: States he will put up the cheap

19 metal sign.

20 Ms. Brescia: Asks where he would put that.

21 Ms. Raffiani: Explains he would still have to

come for an approval.

Ms. Brescia: States she would like to see

23 applicant come back with another option that is

more consistent with the other signs around

24 town. Explains she is not disparaging the

design of this sign but there's only one

25 option.

Mr. Loheac: States he will just put up the

2 cheap sign.

3 Ms. Raffiani: Explains whatever sign goes up

needs to be approved by the ARB.

Mr. Loheac: Explains there are exempt signs.

5 States he could have a thirty inch by fifty

foot sign here. Feels there are other people

6 that seem to get preferential treatment.

States he tried to do something he thought was

7 decent and the Board doesn't like it.

8 Ms. Raffiani: Explains not once did she say

she did not like this sign.

Mr. Loheac: States he could put up a sign that

10 is a hundred and forty-four square inches and

there's no application needed.

Mr. Miller: Suggests making the bottom leg the

12 same width as the top flat area.

13 Mr. Loheac: States he has no problem doing

that.

Mr. Miller: Regarding Application 05-93 Board

15 would like to have it go forward subject to the

modification which is widening the bottom post

16 to be about fifty percent the width of the sign

to align with the flat at the top of the

17 proposal that was given to the Board.

18 Mr. McIntyre: Asks if the exclamation point

after the word only has to be there.

Mr. Loheac: States that can be removed.

20 States he could show the elevation and do it

more in scale so you could see the type face

21 and style.

22 Mr. McIntyre: Asks if that needs to be

formally submitted to get the permit.

Ms. Uhle: States a revised drawing will need

24 to be submitted to get the permit.

25 Mr. McIntyre: Seconds motion.

3 APPLICATION 05-94, AMERICAN EAGLE OUTFITTERS

Mr. O'Hare: Chris O'Hare, White Plains Sign.

5 Explains they are proposing three shed awnings

over the storefront for American Eagle. Hands

6 Board photo and sample of fabric.

7 Ms. Brescia: Asks if there is any covering on

the side.

Mr. O'Hare: States they are open ended.

9 States that's in line with all the awnings at

that site.
