Meeting called to order by Rose Marie Brescia.

Roll call conducted by Ms. Uhle:

Ms. Brescia: Present.

5 Ms. Raffiani: Present.

Mr. McIntyre: Present.

Ms. Uhle: States Paul Miller will be arriving

7 late. States Maria Bonasia is unable to attend

meeting.

Ms. Brescia: Makes a motion to approve the

9 minutes from the January 6th, 2006 meeting.

10 Mr. McIntyre: Seconds motion.

APPLICATION 05-103, 777 WHITE PLAINS ROAD

14 Sign Company: Shows plan.

15 Mr. McIntyre: Asks dimensions of sign.

16 Sign Company: Shows dimensions.

17 Mr. McIntyre: Asks if each of the panels are

six inches and there is an inch between the

18 signs.

19 Sign Company: States yes.

20 Mr. McIntyre: Asks if there would be five and

a half inches from the top.

Sign Company: States it's a six and a half

22 inch letter for 777.

23 Mr. McIntyre: Asks if the thirty-eight inches

is to the top of the 777.

Sign Company: States yes. States they want

25 ground lighting.

Ms. Brescia: Asks what type of ground

2 lighting.

3 Sign Company: States one spot on each row on

the ground pointing up. States they could put

4 the lights on a timer to shut off whenever the

last store closes.

Ms. Brescia: States last time they discussed

6 instead of the stark white background doing a

tan or beige color to match the building.

7 Feels the white is too stark.

8 Sign Company: States they would have no

problem agreeing to that.

Ms. Raffiani: Feels they should go with the

10 cream color background. Asks if the Shops at

Eastchester sign is a temporary sign.

Sign Company: States yes.

Ms. Raffiani: Asks if that will be replaced

13 with another sign.

14 Sign Company: States this sign.

15 Ms. Brescia: Explains these types of signs are

not permitted but Board agrees it is difficult

16 to see what is in that shopping center.

17 Mr. Miller: Feels sign looks stark.

18 Sign Company: Explains letters will be forest

green and they will be carved.

Ms. Brescia: Asks if sign needs to be two feet

20 off the ground.

21 Sign Company: Explains that's for snow.

22 Mr. McIntyre: Feels sign fulfills the

necessity that the tenants have and is

23 certainly better than what was initially

proposed. States he say fine with the sign.

Ms. Brescia: States white background needs to

25 be changed to a beige bone color to match the

stucco of the building, ground lighting should

only shine on the sign and not come out onto

2 the sidewalk or street, lighting will be on a

timer to go off when the last store is closed,

3 they will remove the temporary sign and this

will be the only sign. Makes a motion to

4 approve Application 05-103.

5 Mr. McIntyre: Seconds motion.

APPLICATION 05-82, SALS BEVERAGE DEPO

9 Ms. Uhle: Explains a special committee of

three reviewed some of the sign applications.

10 States applicant wanted to come and present in

front of the full Board.

Sign Company: States original submission is

12 the preferred sign applicant would like to put

up. States they were going to replace the

13 existing sign with a sign that conforms with

the current code. States sign would be

14 eighteen inches in height and they would remove

the phone number. Explains he prepared

15 alternatives but this is the sign applicant

prefers. Shows Board alternative options.

Ms. Brescia: Feels sign looks awkward across

17 the opening.

18 Applicant: States the problem is the

visibility. Explains hanging a sign in the

19 middle is going to block the light coming into

the store as well as there's a window there for

20 the office.

21 Mr. McIntyre: Asks if the proposed

construction of the sign in option four is an

22 aluminum box.

23 Sign Company: States aluminum, yes.

24 Mr. McIntyre: Asks how deep it is.

25 Sign Company: States about an inch.

Mr. McIntyre: Asks if the concern is that's

2 not wide enough.

3 Applicant: Feels that size sign will be lost

on that size building.

Mr. McIntyre: Shows drawing he made. Asks

5 applicant if they could do what he has drawn.

6 Applicant: Feels you will still lose the

visibility of the sign.

Mr. McIntyre: Discusses different types of

8 signs they could put up.

9 Ms. Brescia: Asks if they would like to put in

gooseneck lights.

Applicant: States yes.

Ms. Brescia: States on Application 05-82

12 they're going to go with the sign that is

eighteen foot by eighteen inches with the

13 gooseneck lamps. Makes a motion to approve

Application 05-82.

Mr. McIntyre: Seconds motion.

17 APPLICATION 06-09, MONTEFIORE MEDICAL CENTER

Mr. Cioffi: Explains sign would be constructed

19 of acrylic. States concept is to make it

flatter than what's in the photograph and frame

20 it in a three and a half inch molding which

would be in keeping with the style of the crown

21 of the building. States sign would have a

relief line of three quarters of an inch where

22 the break in the color is. States tan

background of the sign is the color of the

23 stucco that exists on the building now. States

the blue is similar to the navy blue canopies

24 on the building. States finish on the acrylic

is matt and letters are routed in to create a

25 relief. States sign would cover the unfinished

stucco and be lit with gooseneck lighting.

States intent for the lighting was to match the

2 fixtures that Fox's has with the same style and

color.

Ms. Brescia: Asks if that's red on the letter

4 M.

5 Mr. Cioffi: States yes. States color is

rubian red.

Ms. Raffiani: Asks color of the letters for

7 Montefiore Medical Group.

8 Mr. Cioffi: States navy blue.

9 Ms. Brescia: Asks if the Montefiore will be

white.

Mr. Cioffi: States they're standard is white

11 but they could get it to be a warmer white

which would be more of an antique white color

12 which would blend in with the warmth of the

building.

Mr. Miller: Explains sign law limits signs to

14 three colors. Asks if it's possible to make

the background behind Montefiore Medical Group

15 the same color as the lettering.

16 Mr. Cioffi: States that would be fine.

17 Ms. Brescia: Asks if there's a logo.

18 Mr. Cioffi: States yes, it's a series of

geometric lines.

Ms. Brescia: Feels it's not offensive.

Mr. McIntyre: Feels logo could potentially set

21 a precedent.

22 Ms. Uhle: States typically if the logo is well

incorporated the Board has accepted them.

Ms. Brescia: Feels if Board looks at each one

24 individually they're not saying logos are

allowed, each case has to be looked at

25 individually.

Mr. Cioffi: States the white Montefiore would

2 be the same color as the background.

3 Mr. McIntyre: Asks if the trim is the tan

color also.

Mr. Cioffi: States it's antique white. States

5 they could make that the tan as well.

6 Mr. McIntyre: Asks if the trim would look

better in the navy blue.

Mr. Cioffi: Feels it would look very nice in

8 the navy.

9 Ms. Brescia: Feels the navy trim would look

nice.

Ms. Raffiani: Makes a motion to approve

11 Application 06-09 with the conditions noted:

The three colors to be the navy, the tan and

12 the red color eliminating the white and

creating the frame in the navy color.

Ms. Brescia: Seconds motion.

16 APPLICATION 05-106, EDWIN BENNETT FUNERAL HOME

Ms. Uhle: States it is her understanding

18 applicant was aware they had to be here

tonight. States Board could review the

19 application. Explains applicant wants to take

the pin mounted letters off the front of the

20 building and put the sign that has the logo on

it. States she explained to the applicant if

21 they were proposing the logo they would have to

provide an as of right without the logo in case

22 that wasn't approved and they provided the

alternative without the logo. States it was

23 her understanding they wanted to press for the

logo.

Ms. Brescia: Feels it's like a drawing.

Mr. Miller: States there's too many colors.

2 Ms. Brescia: Feels existing sign looks fine

the way it is.

Ms. Raffiani: Suggests they do a plaque with

4 Dignity on it. Feels fluorescent lighting

fixture should be removed. States they could

5 put a plaque to the left of the door.

6 Ms. Uhle: States she will pass this

information along and give them the option of

7 coming back.

8 Mr. McIntyre: Suggests plaque incorporate the

building number.

Ms. Brescia: Feels if they left the letters

10 and put some gooseneck lights in that would be

fine.
