Meeting called to order by Ms. Brescia.
Roll call conducted by Ms. Uhle:
Ms. Brescia: Makes a motion to approve
10 the minutes of the September 7th meeting.
11 Ms. Raffiani: Seconds motion.
APPLICATION 06-13, 138 WOODRUFF AVENUE
15 Ms. Rivera: Rebecca Rivera, Joseph
Crocco Architects representing applicant.
16 Explains they're trying to remove a garage door
that has a transom above it and replace it with
17 double hung windows and transom to in fill
where the garage door was. States brick veneer
18 will match brick veneer that's on building
currently. States double hung windows will
19 also match what's upstairs on the second floor.
20 Ms. Raffiani: States drawing indicates
existing door to remain, but the one that's in
21 the sketch looks a lot nicer and matches the
transom windows over the windows.
Ms. Rivera: Asks if she means the front
24 Ms. Raffiani: States yes.
25 Ms. Rivera: States they're not replacing

Ms. Raffiani: Feels the way it's
3 sketched looks very nice because it matches the
transom and the existing door does not.
Ms. Brescia: Feels door needs to be
5 replaced to match what they are doing.
6 Ms. Rivera: States they could do that.
7 Ms. Uhle: Asks if transom windows will
Ms. Brescia: Asks if brick will match
11 Ms. Rivera: Explains they have aged
Ms. Brescia: Makes a motion to open the
14 Ms. Raffiani: Seconds motion.
16 Mr. Bassano: John Bassano, 157 Woodruff
Avenue. States he has a problem with the
18 Ms. Brescia: Explains zoning is not in
Mr. Bassano: Asks if board has any
20 concerns with respect to the interior
conversion. Explains this was a workshop.
Ms. Uhle: Explains the building
22 department would review the plans and a
building permit is required and they consider
23 whether or not the design meets the building
code with regard to egress issues and that type
25 Mr. Bassano: Explains this building was
a non-conforming use, there was an office on

the second floor and a workshop on the first
2 floor and now they want to convert it to a two
family house. Explains that block is single
3 family homes. States he's part of the North
Eastchester Civic Association and they have a
4 concern with that issue. Asks if they could
make this look as nice as the rest of the
5 houses there keeping in mind this is a garage.
6 Ms. Rivera: Explains they're proposing
to remove the garage door, in fill it with the
7 brick and match the existing. Shows plans.
8 Mr. Bassano: Asks if there are any plans
to make the roof nicer. States adjoining
9 buildings have peak roofs and this looks like a
box. Feels if they're doing an upgrade it
10 should be in character with the rest of the
buildings keeping in mind it's a two family.
Mr. Sweeney: Frank Sweeney, 22 Lakeview
12 Avenue, trustee in North Eastchester Civic
Association. States this application was
13 before Zoning Board in May seeking seven
variances. Explains when that initial parcel
14 was done in 1999 and 2001 it was clearly stated
that the Woodruff Avenue side of that property
15 would remain single family owner operated.
Feels this is a change in position. States
16 they still strongly believe every other house
on that street is a single family home
17 facility. States this was purchased by a
developer who knew that the Woodruff Avenue
18 side of that project would remain single family
owner occupied. States they are concerned with
19 parking. Feels this is a serious situation
because this is setting a threshold of what's
20 happening here in town. States this doesn't
even have close to the six thousand square feet
21 required for a multi-family home. Feels if
this goes through with just replacing the
22 garage door with a couple of windows to meet
the requirements of an upgrade to the property
23 the least they could do is architecturally make
it similar to the other homes on the block.
Ms. Brescia: Makes a motion to close the

Ms. Raffiani: Seconds motion.
Ms. Brescia: Explains this board cannot
4 do anything about variances.
5 Ms. Uhle: Explains she has spoken to
both Mr. Sweeney and Mr. Bassano and
6 understands their concerns but wants everybody
to know that this is something both the she and
7 the deputy town attorney have researched
extensively and feel comfortable that no
8 variances are required. Explains this is a
preexisting non-conforming building, the
9 applicant is not planning on doing any
expansions to the building. States building as
10 it exists now is non-conforming as to use and
applicant is minimizing that by occupying it
11 with a permitted use in that district.
12 Mr. McIntyre: Explains ARB was copied on
some correspondence from other residents of
13 this neighborhood that conveyed their
sentiments regarding the pros of what's being
14 proposed in this application. Feels what's
being proposed aesthetically and
15 architecturally is an upgrade from the
preexisting garage door. Explains with regard
16 to softening the roof lines that's not part of
this application. Doesn't know how that could
17 be accomplished without doing pretty
significant renovations to the existing
18 dwelling. Feels it's not totally different
from the other properties there. Explains this
19 application specifically relates to the removal
of the garage door and the replacement of that
20 door with a window that is somewhat
aesthetically pleasing with the rest of this
22 Ms. Brescia: Feels if board starts
changing the roof lines you're going to wind up
23 being much taller and it will draw more
attention to it. Feels if you keep the
24 building lines the way they are it is a small
building and that will keep it looking smaller.
25 Feels it will look more similar to these other
buildings with the changes and the door change

to match what they've done.
Mr. McIntyre: Makes a motion to approve
3 Application 06-13 as presented and forward it
to the Planning Board with the change to the
4 door and the transom above which is reflected
Ms. Brescia: Seconds motion.
8 APPLICATION 06-82, 50 STEWART PLACE
Mr. Palera: Jim Palera, architect
10 representing Joseph Forgione. Explains there
is a covered porch in the front and they will
11 take that down and start the addition in the
same location going out a foot or two in the
12 front. States in the back they are going to be
adding a two car garage where the driveway is
13 now and a family room and bedrooms above.
States front of the building will be on Water
14 Street because of the setback requirements and
they want to step the front of the building
15 down keeping the scale in relationship to the
rest of the block. States they will be taking
16 off all the stucco because underneath the
stucco is wood siding and they are dropping
17 grade back to original. States original house
had a stone foundation and they are going to
18 expose that and add stone to tie it all in
Ms. Brescia: Asks to see samples.
Mr. Palera: Shows roof samples. Shows
21 siding samples. States siding will be a
grayish tone. States trim boards and gutters
22 will be white. Shows sample of field stone.
Explains it's a rough cut field stone.
Ms. Bonasia: Feels this is a nice
24 addition. Feels it works very well with the
Ms. Uhle: States driveway can only be a

maximum of twenty feet wide and it says
2 twenty-five feet on the drawing.
3 Mr. Palera: States they could revise
Mr. Papale: Feels front and rear
5 elevations are well balanced but on the sides
the major structures that create the fireplaces
6 something is off proportionately.
7 Mr. Palera: Asks if that's the right
Mr. Papale: States it's right and left.
9 Feels one material for this structure makes it
Mr. Palera: States he could bring stone
12 Ms. Brescia: Feels the stone would look
stunning. Feels stone would make it really
13 stand out. Feels on both side elevations they
need more windows. Feels they could add a
14 little more detail and decorativeness.
15 Mr. Palera: Explains the thought process
behind Stewart is you pick up noise from Route
16 22 and that is why they took windows out and
brought them around the side. Explains they
17 were going to add landscaping.
