The Chairman: Calls meeting to order.

Chairman: Makes a motion to approve the

5 minutes of the November 2nd, 2006 meeting.

6 Ms. Raffiani: Seconds motion.

8 Ms. Uhle: States Mr. Papale will not be

attending meeting. Calls roll:

Mr. McIntyre: Present.

The Chairman: Present.

Ms. Raffiani: Present.

The chairman: Calls application 06-83.

Ms. Uhle: States she hasn't seen the

14 applicant or architect so she's not sure what

the situation is regarding Application 06-83.

APPLICATION 06-72, 42 ORCHARD STREET

18 Mr. Cotugno: John Cotugno, architect for

applicant. Explains this is an application for

19 a new two family house at 42 Orchard Street.

States driveway will be on the right side of

20 the house. States property slopes from left to

right. Shows driveway. States house is a

21 colonial with brick, architectural grade

asphalt roof shingle. Explains house will have

22 brick quoins on the corners of the home.

States columns will be white. Shows sample of

23 the brick. States brick is an antique white

color. Shows sample of shingle.

Ms. Brescia: Asks if the quoins are

25 going to be the same color or if they are going

to be darker.

Mr. Cotugno: States they will be the

3 same but they will stick out.

4 Mr. Cotugno: Shows right side elevation.

Discusses windows.

Ms. Brescia: Discusses hammerhead.

Mr. McIntyre: Asks what space will be

7 used for on top of the garage.

8 Mr. Cotugno: States storage. Discusses

layout. Explains garage is at basement level

9 and dormer will be on the first floor.

Explains the dormer was put in to make it look

10 nicer from the outside, to build it up a

little.

Mr. McIntyre: Feels it adds to the

12 elevation on the garage but it's larger than a

typical dormer.

Mr. Cotugno: Explains he tried to make

14 it taller on purpose.

15 Mr. McIntyre: Asks if that is included

in the total gross floor area.

Mr. Cotugno: Explains a small part of

17 it.

18 Ms. Brescia: Makes a motion to open the

public hearing.

Ms. Raffiani: Seconds motion.

22 Oakridge Place. Asks where the garage door

will be located.

Ms. Brescia: Explains the driveway is on

24 the side.

25 Mr. Cotugno: States garage doors will be

on the right side. Shows location.

2 Ms. Jansen: Karen Jansen, 48 Orchard

Street. States she would rather applicant use

3 a red brick than the white. States she

supports the application. States applicant

4 made a representation he is going to do the

right thing as far as the landscaping aspect of

5 this. States she wants to see some nice

landscaping. Feels it will be a nice asset to

6 the neighborhood. Feels since house is set

back it will improve it fitting into the

7 neighborhood. Feels it's a nice looking house.

8 The Chairman: States she also likes the

red brick better.

The Chairman: Asks if there will be a

10 more detailed landscape plan.

11 Ms. Uhle: Explains the Planning Board

required that a plan be prepared by a licensed

12 landscape architect as part of the special

permit approval.

Ms. Kisleo: Linda Kisleo, 18 Oakridge

14 Place. Asks how far back house is set.

15 Ms. Uhle: States thirty-seven feet.

16 Ms. Kisleo: Asks how much distance there

is from the back of the house to the back of

17 the lot.

18 Mr. Cotugno: States seventy-six feet.

19 Ms. Kisleo: Asks if there will be

fencing.

Mr. Cotugno: Explains they have a

21 landscape architect.

22 The Chairman: Makes a motion to close

the public hearing.

Mr. McIntyre: Seconds motion.

Ms. Raffiani: Feels a red brick would be

2 more appropriate for this home. Feels

aesthetically it would be the right choice.

3 Feels it would be a more stately home and fit

in more that way.

Mr. Cotugno: Explains brick has an

5 antique look. Explains it's a white wash red

brick.

Mr. McIntyre: Agrees the red brick would

7 look better. Asks if it's an option to use the

darker brick.

Mr. Cotugno: States applicant is stuck

9 on the lighter brick. Explains it's a red

brick that was treated.

Ms. Raffiani: Asks if there's a way to

11 see more of the red in the brick, give it more

of a used brick kind of a look, an older feel.

Mr. Cotugno: Explains that's what he

13 would like it to look like.

14 The Chairman: Feels it looks more estate

like with a reddish brownish brick. Feels a

15 lighter brick is a newer modern look. Board

recommends they go with red brick or a

16 variation thereof.

17 Mr. McIntyre: Asks if there are down

lights in the porch.

Mr. Cotugno: States yes.

The Chairman: Makes a motion to pass

20 Application 06-72, 42 Orchard Street to the

Planning Board with the strong recommendation

21 that they look at the color of the brick again

for a darker or redder type of brick for the

22 overall finish.

APPLICATION 06-106

4 Ms. Rivera: Rebecca Rivera, Joseph

Crocco Architects. States this is a new single

5 family residence in an R-3 two family

residential zone. States they have complied

6 with all the zoning ordinances with regard to

all the setbacks. States they have taken into

7 consideration the surrounding neighbors and the

character of the neighborhood. Explains they

8 set the garage back thirty feet, recessed it

down a little bit to disguise it. States

9 materials are aged brick on the bottom, hearty

plank as the siding in a tan color and a maroon

10 color for the trim. States roof will be a

drift wood. Shows location of deck. Shows

11 street scape. Hands board copy of landscape

plan.

Mr. McIntyre: Feels house is very nice.

13 Feels this is in keeping with the neighborhood.

Discusses garage door. Suggests using glass

14 with raised panels for the garage door. Likes

color scheme.

Ms. Raffiani: Appreciates street scape.

16 Feels on side elevation there are blank spaces

that seem to be missing windows. Asks that

17 they look at adding a window on the left.

18 Mr. McIntyre: Suggests putting a window

in on the landing.

The Chairman: Feels this fits in nicely

20 with the neighborhood. Asks if they could do a

brick chimney.

Ms. Rivera: States no. Explains it was

22 considered and thought out but it didn't seem

beneficial on a house of this size.

The Chairman: Makes a motion to open the

24 public hearing on Application 06-106.

25 Ms. Raffiani: Seconds motion.

Mr. Williams: Ted Williams, 11 Howard.

4 States one of the concerns they have on this

block is it's an eighteen foot street, parking

5 on one side and a fire hydrant in front of this

house. Explains it's a very tight block and

6 when you cut the street for this driveway

you're taking away two spaces out of the three

7 or four that are there. States he knows other

people tried to put a house on this lot but

8 weren't allowed to do it. Asks size of lot.

Asks how much space there is from the house to

9 the property line. States their biggest

concern is the street itself and the parking on

10 the street.

11 The Chairman: Explains that's more of a

Planning Board issue.

Ms. Uhle: States this has not been to

13 the Planning Board. States they could talk to

the architect to see if there is any way to add

14 a little hammer head so the owner of the single

family home is not parking on the street.

15 Explains the Planning Board does not like

hammer heads.

Mr. Williams: Feels the property looks

17 better without the hammer head.

18 Ms. Rivera: Explains there's a fire

hydrant in front of the house so it's not like

19 they're losing two spots.
