11 the April 5th, 2007 meeting minutes.

APPLICATION 07-07, SIWANOY COUNTRY CLUB

16 Mr. Lothrop: Jim Lothrop, Lothrop

Associates Architects. States last month there

17 were two issues board was concerned about.

States first concern was board wanted to see

18 finished stain samples. Shows view of building

from club side. States shingles will be wood

19 stained, trim will be an off white and roof

shingles will be a natural wood stain. Shows

20 samples. States other issue board was

concerned about was view from Crawford, in

21 particular about proposed slide and lighting.

Shows view from Crawford. States there is a

22 thirty-five foot setback to the fence. States

fence to the pool is eight feet high.

23 Indicates there will be planting in front of

fence. Shows location of light poles. Shows

24 view of the back of the club. Explains the

only portion of the slide you would see would

25 be a piece of the railing on the top platform.

Shows view with plantings. Explains with the

2 plantings almost the whole view is masked.

3 Mr. Breston: David Breston (Ph.).

Explains when they were asked to prepare a

4 lighting plan for the project they looked at

the state health code and state health code

5 requires thirty foot candles average of light

coverage over the water surface area of the

6 pool. States they now show pole placement with

a mounting height of twenty-six feet. States

7 they requested a fixture that provides the

highest degree of light cutoff possible and

8 also is dark sky compliant. Explains with the

lighting they have tried to get one hundred

9 percent of the light casting down on the

surface and cutting it off as soon as possible.

10 States the fixtures along Crawford and Archer

Street would also have house side shields to

11 provide additional cutoff on the fixtures.

States they are planning on doing a full

12 photometrics on the fixtures. Explains with

the planting around the perimeter they plan on

13 introducing an evergreen buffer so you will not

see these fixtures from Crawford and Archer.

The Chairman: Asks if they could

15 accomplish the same thing with lower lights.

16 Mr. Breston: Explains they looked at

several fixtures called dark sky luminaire and

17 other fixtures and even at eighteen foot

mounting heights they were below what the code

18 requires. Explains to meet the code

requirement they had to go to the sport

19 lighting fixtures.

20 The Chairman: Feels it's a very nice

fixture.

Mr. Breston: Discusses different types

22 of plantings they will be putting in.

23 Ms. Bonasia: Feels the building is

architecturally wonderful. States she's

24 disappointed with the light fixtures. Feels

they are overwhelming and out of scale.

25 Understands they have to meet the requirement

but feels the light fixture takes away from the

design of the building. Asks if this is final

2 or if it's just an alternative. Feels it's out

of scale.

Mr. Lothrop: States he doesn't have the

4 light level calculations beyond the pool, but

they have it for the pool area and this is the

5 minimum height pole they could use.

6 The Chairman: Feels the fixtures are so

narrow when you see them up against the

7 building they will disappear.

8 Ms. Bonasia: Asks hours of operation of

pool.

Mr. Taylor: Brett Taylor, president of

10 Siwanoy. States current operation of the pool

is 10:00 a.m. to 7:00 p.m. Explains sometimes

11 there are swim lessons before 10:00 a.m.

States there will be an occasional cook out or

12 movie night at the pool. Explains the history

of the club is they don't use it at night a lot

13 but they would like to use it occasionally.

14 The Chairman: Believes paddle tennis

courts are used later than that.

Mr. Taylor: Explains that season tends

16 to be October to March. Explains most matches

are over by 10:00 p.m. and the lights have a

17 timer that shut it down around 10:30.

18 The Chairman: States as you go down

Crawford and make the turn on Archer there is

19 one small section of the building that is not

covered by the fence. Asks to see on the

20 elevation what will be seen beyond the fence.

21 Mr. Lothrop: Shows elevation. Shows

piece that will be seen.

The Chairman: Asks if there is anyone

23 from the public that would like to speak about

project.

APPLICATION 07-18, 195 LINCOLN PLACE

11 Mr. Tomano: Richard Tomano, architect

for the applicants. Explains this is a one and

12 a half story building and they're extending it

to two and a half stories. States it's a vinyl

13 front facade and four inches of stone. States

there is a bay window at the right side and a

14 portico.

15 The Chairman: Asks if fireplace is a

direct vent.

Mr. Tomano: Explains it's a pre-fab with

17 a through wall vent so you don't see it on the

outside.

The Chairman: Indicates it shows a

19 little bump out on the drawing. Asks what the

vent is.

Mr. Tomano: Explains it's just a little

21 hole.

22 The Chairman: Asks that they show it on

the elevation. Discusses right side elevation.

23 Feels wall is very blank and it looks like it

needs something. Suggests putting a window on

24 the right elevation to the left of the chimney.

Asks that he put a dimension on the adjacent

25 buildings. Asks to see a sample of the stone

and siding.

Mr. Tomano: Shows sample of stone.

The Chairman: Asks if it will be mosaic

4 or horizontal.

5 Mr. Tomano: States mosaic.

6 The Chairman: Feels with the mosaic

display in a small area sometimes it looks too

7 broken up. Suggests they go with a horizontal

display. Asks color of siding.

Mr. Tomano: Shows sample of siding color

9 and shutters.

10 Mr. McIntyre: Discusses variances.

11 The Chairman: Discusses location of

stone. Feels it should be half stone all the

12 way across and not on the second floor.

Suggests using half vinyl and half stone all

13 the way across the house.

14 Mr. Tomano: States he will talk to his

client about it.

The Chairman: Explains traditionally

16 stone starts at the bottom and moves up.

Discusses window over the door. Does not like

17 half round window.

18 Ms. Raffiani: Suggests using a

decorative window there.

The Chairman: Suggests putting in a

20 diamond shaped window. Discusses dormers.

Asks if dormers will look too small.

Mr. Tomano: States he could make them

22 wider and change the scale a little.

23 Mr. McIntyre: Feels there are a lot of

penetrations and a lot of openings in the

24 facade and that detracts from the overall

elevation. Feels house could potentially look

25 better without the two dormers.

Mr. Tomano: States he could eliminate

3 the dormers and put the windows on the side.

4 Mr. McIntyre: Feels the roof needs to

bring something to this elevation. Feels right

5 now it looks like it's a three story building

as opposed to a two story residential home.

6 Discusses round top window. Feels the addition

of that type of window with a header on it

7 similar to the left-hand portion with some

shutters and the elimination of the dormers

8 would unify the elevation and make it a better

project. Feels the stone if it's done right

9 and the choice of materials may work.

10 Ms. Bonasia: Discusses the gutter that

connects horizontally to the gutter that's on

11 the side of the front door. Feels it looks

very odd that one gutter is being connected

12 horizontally to the other gutter system.

13 Mr. Tomano: States he could bring it

down.

Ms. Raffiani: Discusses possibly

15 enlarging the whole portico, enlarge the door

and eliminate the window above it.
