Meeting called to order by Chairman DelSavio.

Pledge of Allegiance.

Roll call conducted by Ms. Cascione:

Mr. Pulaski: Present.

5 Chairman: Present.

Ms. Cascione: Present.

Ms. Cascione: States Ms. Murphy will not be

7 present tonight. States Mr. Cermele may arrive

late. States Mr. King, Ms. Uhle are present

8 and Mr. Reda will be arriving shortly.

9 Ms. Uhle: Explains there are only three Board

members this evening and a vote to approve will

10 have to be unanimous, a two/one vote would be a

denial of the application. States applicants

11 have an opportunity to adjourn to the following

month. States occasionally what the Board will

12 do is hear the application so the applicant

could get some feedback and then come back the

13 following month for an approval. States that

is up to the Board's discretion.

Chairman: States he does not want to do it

15 twice, the applicants have to tell the Board up

front if they want to proceed.

Ms. Uhle: Explains the reason so many

17 applications were listed as adjourned is that

the application clearly says for preliminary

18 review with the Planning Board you are not to

publish for a public hearing, you have

19 preliminary review, you are referred to ARB,

and then you come back to the Planning Board,

20 but many people noticed for a public hearing

before it was necessary to notice for a public

21 hearing. States second reason so many

applications were adjourned is procedures were

22 changed within the Building Department whereas

single family homes previously received

23 preliminary review before the Planning Board

and then were referred to ARB and then came

24 back to the Planning Board, and now all single

family homes whether it's new construction or

25 additions and alterations go directly to the

ARB, that's one meeting that will be noticed as

a public hearing, when ARB is done it will be

2 referred to the Planning Board and again be

noticed as a public hearing. Feels that will

3 help facilitate the process not only for

applicants but even for residents that are

4 trying to track applications. States adjourned

applications are: Application 05-49,

5 Walgreen's; Application 05-22, New Cingular

Wireless. States both Walgreen's and New

6 Cingular Wireless will be required to

re-notice. Additional adjourned applications:

7 05-51, 110 Siwanoy Boulevard; 05-58, 390

Hutchison; 05-65, 113 White Road; 05-67, 40

8 Parkway Circle; 05-74, 24 Grand Boulevard;

05-75, 1 Howell Place; 05-79, 49 Lakeshore

APPLICATION 04-38, WALLAUER'S, 836 POST ROAD

12 Ms. Uhle: Explains some time in 2002 the

Planning Board approved signage and facade

13 improvements for Wallauer's. They received

their building permits and it was constructed.

14 States in May 2004 Wallauer's came back asking

if they could install some relief images within

15 the frames that are on the north and south side

of the building. States Planning Board held a

16 public hearing and Paul Miller, a resident,

spoke in opposition to the application for the

17 reliefs and expressed concern about the overall

aesthetics of the building in general as well

18 as some concerns with the reliefs themselves.

States he was the only person that spoke at the

19 public hearing. Explains at that meeting the

Planning Board asked that the applicant provide

20 mock ups showing different color schemes with

regard to the parapet of the building, the

21 various frames. States Wallauer's came back

and reminded the Planning Board they had

22 approved that original color scheme and they

are simply looking to install the reliefs.

23 Explains Wallauer's did put a mock up of the

reliefs and asked that the Planning Board

24 members go out to the site to look at the

relief. States all the Planning Board members

25 did do that and indicated that they were

generally satisfied with the relief as long as

it was painted to match the background color.

2 States in further discussions with the

applicant and some individual Planning Board

3 members they had discussed re-painting the

frame either brown to match the arches and

4 possibly painting the cornices on the building

brown to tone down the color scheme. Explains

5 applicant is here for final approval of the

relief images in those frames.

Mr. Tricarico: Gary Tricarico (Ph.),

7 professional engineer and authorized agent for

C.R. Wallauer's. States they are here to

8 finalize colors and installation of the reliefs

on the side of the building. Explains in an

9 effort to tone down as the Board had requested

on the side of the building the inner band

10 would match the outer band which would be

primarily brown with the corner plinth block

11 being green matching the outer color scheme.

States on the inner and outer the blocks are

12 green and the bands themselves are brown.

States the inner would match the outer.

Ms. Uhle: Explains it's a brown frame with the

14 green plinths at the corner.

15 Chairman: Asks if they are just going to

insert what they have there right now.

Mr. Tricarico: States yes.

Chairman: States the second issue was the

18 field within the border and the relief.

19 Mr. Tricarico: Explains relief itself would

remain the same and texture of the relief would

20 be the exact same texture as the background.

21 Chairman: States in the mock up the texture is

not the same.

Mr. Tricarico: Explains the only thing they

23 did with the relief for the Board's review is

paint it. States once installing those reliefs

24 they would match the color and texture of the

background.

Chairman: States item three is the cornice.

Explains in order to make it read as more of a

2 uniformed cornice or parapet he would recommend

that the middle band be returned to the same

3 color as the trim above it and below it so it

reads as one element.

Mr. Tricarico: States their concern with that

5 would be it being dark brown. States if this

were either light or white the dental naturally

6 would have some contrast to it by shadowing to

distinguish it. Feels if you do that in all

7 brown the element almost disappears because

there would be almost no shadowing being such a

8 dark color.

9 Chairman: Feels it should all be the same

color, it should all be brown.

Mr. Tricarico: Explains with a light color you

11 get shadowing between the dentals. Feels if it

were all dark brown it would be senseless to

12 put the element there because it wouldn't be

distinguishable.

Chairman: Suggests they take it off.

Mr. Tricarico: Feels it's a desirable element

15 of effect.

16 Chairman: Explains he is trying to make it

read as one uniformed element. States item

17 four discusses white liter should be painted to

match the field.

Mr. Tricarico: Explains it's supposed to be

19 the color of the building. States if the liter

is whiter than it should be they will match the

20 wall that it's against. States they are in

agreement with everything other than what to do

21 with the upper cornice.

22 Chairman: Feels it should be all brown or the

gray color. States they have a choice to do it

23 all brown or gray.

24 Mr. Tricarico: Asks if it could be in the

approval that the applicant can decide which

25 color, brown or gray, after they do a small

section and see which one they prefer better.

3 Mr. Tricarico: States they will agree to that.

4 Ms. Cascione: Makes a motion to approve

Application 04-38 with the four conditions:

5 That the inner border be switched to match the

outer border; that the relief in the middle is

6 the same color and texture as the background;

that the top cornice between the brown bands

7 will either be all brown or gray at the

applicant's option; and that the liter on the

8 north side be painted to match the field

whether it's the gold color or the gray where

9 that liter is.

10 Mr. Pulaski: Seconds motion.

APPLICATION 05-42, 38 ANDERSON AVENUE

14 Ms. Uhle: Explains application is here for

amended architectural review approval. States

15 Planning Board in June approved a new single

family residence at 38 Anderson Avenue and

16 that approval showed tan vinyl shakes on all

four building facades. Explains applicant is

17 here to request that the tan vinyl shakes be on

the front facade with regular vinyl siding on

18 the side and rear facades.

19 Mr. Cotugno: John Cotugno, architect.

Explains it was the buyer's preference to have

20 the regular siding on the sides and back.

21 Ms. Cascione: Asks if chimney will be the same

material.

Mr. Cotugno: States chimney will be stucco.

Mr. Pulaski: Asks if the two colors will

24 appear more alike or are they different.

25 Mr. Cotugno: States they will be the same

color.

be.

Mr. Cotugno: States it has a grain in it.

Chairman: Asks what exposure it is.

Mr. Cotugno: States four, four and a half

6 inch.

7 Town Planner: Indicates on the drawings it

says five inch exposure.

Mr. Cotugno: States five inch exposure.

Ms. Cascione: Makes a motion to approve

10 Application 05-42 permitting the installation

of the tan vinyl siding on the side and rear

11 facade and retaining the tan vinyl shakes on

the front facade with the colors to match.

Mr. Pulaski: Seconds motion.

15 APPLICATION 05-36, 29 ARLINGTON ROAD

Ms. Uhle: Explains application appeared before

17 the Zoning Board and received a variance to

permit a front porch which extends more than

18 thirty percent the width of the structure.

States application received ARB approval for

19 the proposed architectural elements. Explains

it's referred back to Planning Board for final

20 site plan and architectural review approval.

21 Chairman: Asks if this application went to ARB

first.

Ms. Uhle: States yes.

Mr. Cotugno: States this is a second story

24 addition. Shows photographs of existing house.

Explains they're squaring off the house.

25 Explains when they re-build, the garage on the

left side will be brought in three inches.

States they received a variance for the porch.

2 Shows photographs of surrounding homes. States

lot is fifteen thousand square feet. States

3 there are no other issues with zoning.

Explains the only change that his client

4 requested is that they change the color of the

house to a color called chalkware and angelfood

5 for the trim. Shows location of stone. States
