Meeting called to order by Joseph Cermele.

Pledge of Allegiance.

Roll call conducted by Margaret Uhle:

Ms. Cascione: Present.

5 Mr. Pulaski: Present.

Mr. Cermele: Present.

Ms. Uhle: States Chairman DelSavio and JoAnn

7 Murphy will not be able to attend the meeting.

8 Mr. Cermele: States he will be chairing the

meeting tonight. Explains because there are

9 only three of the five board members applicants

will need a unanimous vote. States the

10 following applications have been adjourned:

Application 05-49, Walgreens; Application

11 05-43, Omnipoint Communications, 60 Glenn Road;

Application 05-99, 42 Orchard Street;

12 Application 05-88, 292 White Plains Road.

13 Ms. Uhle: States application for 29 Joyce Road

will be adjourned to the January 25th meeting.

Mr. Cermele: Explains since there are only

15 three of the five board members present each

applicant can adjourn their application for the

16 next meeting. States Application 05-74 is

present and wishes to proceed; Application

17 05-85 is present and wishes to proceed;

Application 05-89 is present and wishes to

18 proceed; Application 05-11 is present and

wishes to proceed. States representative for

19 Application 05-58 is not present yet. States

representative for Application 05-86 is

20 present. States Application 05-20 is present

and wishes to proceed. States representative

21 for Application 05-100 is not present yet.

APPLICATION 05-74, 24 GRAND BOULEVARD

23

24 Town Planner: States this is an application

for a new single family home. Explains they

25 appeared before the Planning Board at the

October 26th meeting and the Board asked that

the applicant provide additional information,

2 which is listed on the memo, most specifically

with regard to providing a clearer grading and

3 drainage plan, being clearer with regard to the

trees to remain and be removed, a tree

4 protection plan and redesigning of the driveway

that's proposed for the existing residence.

Mr. Cotugno: John Cotugno, architect for the

6 applicant. States he revised the plans to show

the new driveway at the existing home to be

7 located six feet away from the property line

whereas the original plans showed it three feet

8 away. States he changed the shape of the

driveway to make it more architectural. States

9 they show the existing trees and tree

protection both for the new house and the

10 driveway construction and they show it going

into an existing walkway. Shows evergreens and

11 lamp post around the driveway. Shows curtain

drain.

Mr. Cermele: Discusses driveway. Asks if

13 there is any edging for the driveway.

14 Mr. Cotugno: States yes, asphalt curb on both

driveways.

Ms. Cascione: Asks if the existing garage on

16 the new lot has been demolished yet.

17 Mr. Cotugno: States no.

18 Mr. Cermele: Suggests a Belgian block or some

other type of edging other than asphalt.

Mr. Cotugno: States they will do it on both

20 houses. Feels it is a good enhancement.

21 Mr. Pulaski: States there are a lot of houses

along that road that have an apron on the

22 driveway. Feels that would improve it

particularly on the existing house.

Mr. Cotugno: Feels if they do the apron in the

24 cobblestone they should keep the rest blue

stone gravel.

Ms. Uhle: States zoning law requires the

driveways be paved.

Mr. Cotugno: States he doesn't like the look

3 of the cobblestone with the blacktop.

4 Mr. Pulaski: Makes a motion to reopen the

public hearing on Application 05-74.

Ms. Cascione: Seconds motion.

Mr. Moses: Manfred Moses. Asks if any

8 variances are required for this application.

9 Ms. Uhle: States no variances are required.

10 Mr. Moses: Asks if it meets all the zoning

requirements.

Ms. Uhle: States yes. Explains the existing

12 house does not meet one of the side yard

setbacks but that's an existing non-conforming

13 setback so that can remain. States the new

house meets all the current zoning

14 requirements.

15 Ms. Cascione: Makes a motion to close the

public hearing on Application 05-74.

Mr. Pulaski: Seconds motion.

Mr. Pulaski: Feels what would really make this

19 application work is if both driveways had the

apron with the cobblestone.

Ms. Uhle: Reviews conditions: Any existing

21 structures to be demolished will be demolished

prior to obtaining the building permit for the

22 new construction; driveway for the existing

house will be constructed prior to obtaining

23 the permit for the new construction so that

that lot is fully conforming; both new

24 driveways will have belgian block curbs and

also cobblestone aprons.

Mr. Pulaski: Makes a motion to approve

Application 05-74, 24 Grand Boulevard with the

2 conditions and recommendations stated by Ms.

Uhle.

Ms. Cascione: Seconds motion.

6 APPLICATION 05-85, 10 GREYSTONE CIRCLE

7

Ms. Uhle: Explains this is an application for

8 additions and alterations and a second story

addition to an existing single family

9 residence. States application appeared before

this Board at the October 26th meeting after it

10 had already been reviewed by the ARB and there

was confusion at the last meeting because the

11 applicant had made some changes to what the ARB

approved and this Board asked the applicant to

12 provide everything on one set of drawings and

reference everything back to the plans dated

13 10/27/05.

14 Mr. Adley: John Adley, professional engineer

representing the applicant. States Planning

15 Board requested changes since the last meeting.

States they have made the changes and submitted

16 them to the Board. Explains they changed the

columns to a ten inch column and the entrance

17 door has two side lights on either side of the

door. States they changed the door on the

18 second level to a French door. States they

kept the windows in the front the same size in

19 width but increased the height. States they

added the brick soldier course at the back and

20 also the front between existing and the new

addition. States they tried to shape up the

21 back of the house by making the windows all

uniform sizes. Explains between the two bow

22 windows they added wood paneling. States they

added shutters all around the house around the

23 windows. Explains the other item requested was

the retaining wall at the back. States he

24 personally inspected the wall and submitted the

report to the Board. States his inspection of

25 the wall showed the overall structure of the

wall is sound with only minor problems that

will be taken care of during construction.

2 States there was a request for a picture of the

back of the house from different sides. Shows

3 photographs.

4 Ms. Uhle: States the neighbor to the rear

brought up the issue with the retaining wall.

5 Asks engineer to summarize what the report says

regarding the retaining wall.

Mr. Adley: Reads report into the record.

7 States wall was found to be good and structural

integrity of the wall was sound at the time of

8 the inspection. States the typical condition

throughout the wall is there are a few loose

9 stones and missing mortar. States that will be

fixed.

Ms. Uhle: Asks if that is something that could

11 be rectified as part of this approval.

12 Mr. Adley: States yes.

13 Mr. Cermele: States first stipulation is that

the structural wall will have to be repaired as

14 recommended by the engineer's comments. States

dead tree trunk should be removed so that wall

15 it's resting on could be repaired. Asks if

anyone from the public wishes to speak on this

16 application.

17 Mr. Moses: Manfred Moses. States this is an

application for site plan and architectural

18 review and he has not seen the site plan.

19 Ms. Uhle: Explains the way the zoning law is

written architectural review is incorporated

20 into the architectural review process but since

they're only doing a second story addition

21 they're not effecting their existing site plan.

22 Mr. Moses: Feels this application is not ready

for approval until a site plan is provided.

Ms. Uhle: States they did provide a site plan

24 to the Planning Board. Explains because this

is the second time this application is being

25 presented to this Board most of those issues

were addressed at last month's public hearing.

States this is a continuation of the public

2 hearing from October 26th. States the site

plan issue along with the architectural review

3 issues were addressed at the last meeting.

4 Mr. Adley: Shows site plan.

5 Mr. Moses: States he appreciates the applicant

showing that.

Mr. Pulaski: Makes a motion to close the

7 public hearing on Application 05-85.

8 Ms. Cascione: Seconds motion.

10 Mr. Pulaski: Refers to rear elevation.

Discusses bow windows on the rear elevation.

11 Discusses in fill between the two bow windows.

12 Mr. Adley: States the bow windows are no more

or less than twelve inches at the peak of the

13 window. Explains because there is a break

between the soldier brick line and the split

14 level it will not be possible to run that so to

break that brick soldier line he added the wood

15 paneling between the two windows.

16 Mr. Pulaski: Asks if it is a border.

17 Mr. Adley: States it's like a border.

18 Mr. Pulaski: Feels it has a certain

massiveness. Feels it doesn't blend that well.

19 Asks if it's going to be a painted wood.

20 Applicant: States yes.

21 Mr. Pulaski: Asks color of shutters.

22 Applicant: States green.

23 Mr. Cermele: States panels should be painted

the same color as the frame of the bow windows.

Ms. Cascione: States she likes the panel.

25 States the only condition would be correcting

the retaining wall.

2 Mr. Adley: States the owner will correct the

retaining wall while he is doing the

3 construction. Explains it's minor repairs.

4 Mr. Pulaski: Makes a motion to approve

Application 05-85 per the plans with the

5 condition that the engineer's recommendation of

the repairs needed to the retaining wall get

6 performed and that the dead tree in

relationship to that wall get removed.
