9 States Mr. Cermele and Ms. Murphy will

not be able to attend tonight's meeting.

10 States Mr. King, Ms. Uhle and Mr. Reda are

present.

Ms. Uhle: Explains since there is only a

12 three member Board this evening any approval

will require a unanimous vote of the three

13 members. Explains a two to one vote is

considered a denial. States if anyone has a

14 concern how the vote may go, they have an

opportunity to adjourn before they make their

15 presentation to the Board. Asks if Walgreen's

would like to proceed.

Applicant: States yes.

Ms. Uhle: Asks if Montefiore Medical

18 Center would like to proceed.

19 Applicant: States yes.

20 Ms. Uhle: Asks if 70 Bell Road would

like to proceed.

Applicant: States yes.

5 Ms. Uhle: States 138 Woodruff, 32 Lake

Shore Drive and 88 Lakeview Avenue are all

6 represented by Joe Crocco and they're coming

later.

8 APPLICATION 05-49, 370 WHITE PLAINS ROAD

10 Ms. Uhle: States applicant is proposing

a ten thousand five hundred square foot store

11 with a drive through pharmacy. States

applicant received a variance from the ZBA to

12 permit fifty-two parking spaces. States a

traffic engineer was retained by the town and

13 reviewed the applicant's traffic and parking

engineering report and concurred fifty-two

14 parking spaces was sufficient for the proposed

use. States applicant appeared before the

15 Planning Board on two prior occasions. States

Planning Board referred application to the ARB

16 with recommendations with regard to

architecture and signage. States applicant

17 incorporated those changes. States ARB had

additional refinements and the applicant

18 incorporated the ARB's comments into the plans

that are submitted this evening. States other

19 than one issue regarding the size of the

delivery trucks or delivery hours there are no

20 outstanding issues with regard to traffic or

parking. Discusses landscaping plan. States

21 she has some concerns with regard to some of

the landscaping. Explains she wants to make

22 sure they select appropriate plant materials

for the site. States town will have a

23 landscape architect review the plans. States

applicant has been approved by the fire and

24 police department with regard to police and

fire safety issues and they have received

25 conceptual approval from the New York State

DOT. Reviews recommendations of the DOT.

States the outstanding issues are the revised

2 architectural issues that were referred from

the ARB, the lighting plan, site elements that

3 include bollards, fence and retaining wall

details, issue related to delivery, size of

4 trucks, time of deliveries and hours of

operation.

Mr. Kirkpatrick: John Kirkpatrick.

6 States they will show the new design and new

brick.

7

Ms. Levine: Shows brick sample. States

8 they selected a brick that fits the description

that the ARB suggested. States they redid the

9 tower and removed the graphic logo, redid the

window, created more of the bell tower effect.

10 States they added a low profile hip roof.

States they reduced the back board of the sign

11 to be thirty inches in keeping with the town

code. States reader board has been removed

12 from monument sign. Shows photographs of

signage that's been done at other Walgreen's.

13 Explains lettering is pin mount bronze versus

the red that would go on a sandblasted back

14 board. Shows photographs.

15 The Chairman: Asks if letters are

pinned.

Ms. Levine: States they're pinned to a

17 white wood back drop.

18 The Chairman: Asks if they could be

pinned to the masonry.

Ms. Levine: Feels white background will

20 allow it to stand out.

21 The Chairman: Asks if that is in lieu of

the external lighting.

Ms. Levine: States bronze letters are

23 matte finish not reflective. Explains it would

be a pinned letter which is back lit.

The Chairman: Asks what color the metal

25 store front is.

Ms. Levine: States clear anodized

3 aluminum.

4 Mr. Pulaski: Asks if all the DOT issues

are addressed.

Ms. Uhle: States those have been

6 addressed and they have received conceptual

approval from the DOT and from the police

7 department and fire department. Explains the

only issue that the town had with regard to the

8 traffic related issues was the size of delivery

trucks because typically Walgreen's facilities

9 use a sixty-two foot truck and that would

probably have difficulty maneuvering on this

10 site. States one of the recommendations was

Walgreen's clarify or make a statement that

11 they will only permit trucks of a certain size,

forty-eight feet, fifty-two feet or whatever it

12 is that can maneuver on that site.

13 Walgreen's: District manager in New York

for Walgreen's. States what's available

14 through the fleet is a fifty-six and a

forty-six foot. Asks what town's consideration

15 is.

16 Ms. Uhle: States the applicant

demonstrated that a forty-eight foot fire

17 vehicle could fit on the site.

18 Mr. Romano: Explains the vehicle that's

shown traversing the site is a forty-eight foot

19 fixed bed fire truck. States a truck with an

articulation in it such as a fifty-two or

20 fifty-five foot tractor trailer that pivots at

the cab and trailer portion would be more

21 maneuverable than the fixed bed truck. Feels a

fifty-two or fifty-five foot truck would be

22 perfectly maneuverable on the site. Discusses

lighting. States they implemented a lighting

23 plan which strives to reduce lighting spillage

onto the adjacent properties. States rear

24 freestanding light poles have been reduced to a

mounting height of fourteen feet. States

25 lights that are mounted on the building are

mounted at a height of fifteen point five feet

and the remainder of the freestanding poles

2 which are to the front and north side are

mounted at sixteen feet. States the light they

3 are proposing is one of the most state of the

art lights on the market today with regard to

4 being able to direct light onto the site and

reduce spillage. Discusses lighting plan.

Mr. Pulaski: States a concern about the

6 bell tower. Asks what color blank wall behind

glass will be painted.

Mr. Kirkpatrick: States it's likely to

8 be painted off white inside lit from below.

States they could address the lighting by

9 making it dimly lit at night.

10 Ms. Uhle: States ARB discussed having a

low level of light to give it a glow or

11 illumination.

12 Ms. Levine: States typically it's

painted white to match the same level of color

13 that the first operational floor portrays.

States if there is a concern light may be too

14 bright they could put a dimmer in.

Mr. Kirkpatrick: States they will try to

16 achieve a warm glow in the evening.

17 Ms. Cascione: Asks what time the lights

in the parking lot go on and off.

Mr. Kirkpatrick: Explains it varies by

19 season as to when they go on and they go off

fifteen minutes after closing.

Ms. Cascione: Asks what time store will

21 close.

22 Mr. Kirkpatrick: States they're

anticipating an eight to ten operating

23 schedule.

24 The Chairman: Asks if that includes the

pharmacy drive-up also.

Mr. Kirkpatrick: States yes.

2 Ms. Cascione: Asks if there is any limit

on the hours the truck can deliver.

Ms. Uhle: Explains that is something

4 Planning Board could make a condition or

discuss with the applicant.

Mr. Kirkpatrick: States they will be

6 fine with a restriction of no delivery trucks

on site before eight a.m. and gone by seven

7 p.m.

8 Mr. Pulaski: Makes a motion to reopen

the public hearing on Application 05-49.

Ms. Cascione: Seconds motion.

Ms. Blau: Judy Blau from Eastchester

12 Beautification Foundation. Feels there are

nice improvements since she saw it at the ARB

13 meeting. Feels tower looks one hundred percent

better. States she likes the shape of the

14 window and change of the brick at the base.

States she likes the bronze letters but likes

15 the detailing of the gooseneck lamps. Feels

the gooseneck lighting takes away from the

16 starkness but she likes the bronze. Feels

bronze color is a softening effect. States one

17 of the comments that was made at the ARB

meeting was if the awning could be the fabric

18 awnings. Asks if a planter could be put in in

front of the pilasters. States a water plan is

19 really important for the property. Discusses

cell phone towers. Feels this building would

20 look horrible if cell towers were put on top.

Discusses yellow curbs. Asks that they don't

21 put in yellow curbs. Feels white curbs are

better than yellow. Asks what fence will be

22 made of.

23 Ms. Uhle: States fence is proposed to be

a natural cedar stockade fence. States

24 landscaping is going to be irrigated.

25 Ms. Blau: Asks if the mullions around

the window area are silver.

2 The Chairman: States yes. Explains it's

not a bright finish, it's clear anodized.

Ms. Blau: Feels black or bronze or

4 hunter green is a nice change and not as

commercial looking as the aluminum look.

Mr. Moses: Manfred Moses, 29 Huntley

6 Road. States he's an immediate neighbor behind

this proposed store. Feels this will be an

7 incredible improvement to the neighborhood.

States a concern about the traffic impact at

8 the entrance and exit. States he is concerned

about the turning radius of these trucks.

9 Feels the timing of the deliveries is very

critical.

Mr. Kirkpatrick: States they are willing

11 to commit to delivery restrictions of no truck

on site until eight a.m. and gone by seven p.m.

12

The Chairman: Asks if that is Monday

13 through Friday.

14 Walgreen's: States Monday through Friday

and Saturday mornings.

15
