5 Roll call conducted by Ms. Cascione:

6 Ms. Murphy: Present.

7 The Chairman: Present.

8 Ms. Cascione: Present. States Mr.

Pulaski will not be attending tonight's meeting

9 and Mr. Cermele will be late. States Mr. King

and Ms. Uhle are present and Mr. Reda will be

10 arriving shortly.

12 APPLICATION 05-36, 29 ARLINGTON ROAD

14 Ms. Uhle: States this is an application

that received Planning Board approval for

15 additions and alterations to a single family

home in September. States applicant is asking

16 for two modifications to the approved plans,

one to permit vinyl siding rather than hardy

17 plank and another to permit four dormers rather

than three that were approved.

Mr. Cotugno: John Cotugno. Shows

19 dormers. Explains now they're asking for four

dormers. States they had originally asked for

20 hardy plank but applicant feels vinyl siding is

a better choice. States siding is a cedar

21 shake design. Shows sample of siding.

22 Ms. Cascione: Makes a motion to open the

public hearing on application 05-36.

The Chairman: States this Board and ARB

7 spent time on this application. States he

remembers specifically discussing the hardy

8 plank.

9 Ms. Murphy: No questions.

10 Ms. Cascione: No questions.

11 Ms. Uhle: States the applicant should be

aware since there's a three member Board it

12 would have to be a unanimous vote to pass.

13 Mr. Reda: States applicant could adjourn

the application. Asks if they wish to proceed.

The Chairman: States he doesn't disagree

15 with the dormer choice.

16 Ms. Uhle: Ask if they want to wait until

Mr. Cermele arrives.

Mr. Cotugno: States they will wait until

18 Mr. Cermele arrives.

22 Ms. Uhle: Asks if Mr. Salerno would like

to proceed with a three member Board.

Mr. Salerno: States yes. States lots

24 presently front on White Plains Road and they

are proposing a re-division so they front on

25 Homestead Avenue. States the variance was

granted and they are before the Planning Board

public hearing on Application 06-01.

Application 06-01 for the proposed two lot

12 re-division.

16 APPLICATION 0604, 22 ALKAMONT AVENUE

18 Ms. Uhle: Asks if Ms. Rivera would like

to proceed with a three member Board.

Ms. Rivera: States yes.

Ms. Uhle: States application was

21 reviewed by the ARB. States ARB's comments

were with regard to confirming the building

22 height and gross floor area with the building

inspector. States applicant was asked to show

23 the location of and provide catalogue cut

sheets of proposed light fixtures, which they

24 haven't selected yet so they did not provide

that. States they were asked to show location

25 of AC condenser units on site plan and they

show it at the rear. States they were asked

2 to show a railing on the basement steps and

they are showing a thirty-six inch handrail.

Ms. Rivera: States this is a new single

4 family residence in an R-5 district. States

lot is oversized. States they are proposing a

5 residence with a stone finish along with brick.

States the only issue they didn't address were

6 the light fixtures. Explains this far in

advance they can't narrow down which light

7 fixtures they're going to go with or where they

will be located. States they have located the

8 condensers in the rear yard.

9 The Chairman: Asks if there is screening

around the condensers.

Ms. Rivera: States yes. States there

11 will be landscaping around it.

12 Ms. Cascione: States house looks larger

than any other house in the neighborhood. Asks

13 if there were comments from the ARB or from the

neighbors about the dimensions of the house.

Ms. Rivera: States neighbors wanted to

15 see how it was going to fit in with the

surrounding neighborhood. Explains house is

16 pushed back a little further and screened so

it's not visually noticeable.

Ms. Uhle: States ARB understood this is

18 permitted by zoning with regard to height and

gross floor area. States ARB was concerned

19 with the overall massive appearance of the

residence and the style compared to other homes

20 in that area which is why they asked the

applicant to come back a second time. States

21 when the applicant came back they were able to

indicate to the ARB the house would not appear

22 as massive as it does on the plans and ARB felt

comfortable in referring it to the Planning

23 Board.

24 Ms. Rivera: States the materials are

natural color. Explains it's not a bright red

25 brick.

of the patio.

The Chairman: States whatever plan gets

4 submitted with the permit it needs to show the

screening for the condenser. Makes a motion to

5 open the public hearing on Application 06-04.

building department must show the condensers

APPLICATION 06-18, 46 WATER STREET

The Chairman: States Mr. Cermele

22 arrived.

23 Ms. Uhle: States application received

preliminary review by ARB for the construction

24 of a new single family home. States this

application appeared before ARB on two

25 different occasions and comments were they

recommended four over one windows on all the

2 windows on all elevations, which are provided

except the windows in the tower are a little

3 different. States ARB asked for additional

landscape screening on right side of the front

4 yard, which they did provided a row of seven to

eight foot arborvitae in that area. States ARB

5 asked the applicant to provide a streetscape

elevation to the Planning Board which was

6 included in the package.

7 Ms. Rivera: States this is a single

family home in an R-5 zone on an oversized lot.

8 States lot is very deep and gets wider at the

back. States exterior finishes are stucco

9 along with the stone which is a neutral color.

States house is pushed back quite a bit from

10 the street. States new trees are being

planted. Indicates they put additional

11 landscaping along the right-hand side.

12 Ms. Cascione: Asks if there were

comments by neighbors at the ARB meeting.

Ms. Rivera: States no neighbors.

Ms. Uhle: States there were no neighbors

15 that appeared before the ARB meeting. Explains

ARB was concerned with the size of the

16 structure and overall massiveness. States ARB

asked applicant to set the house back further

17 on the property, which they did. States ARB

asked for some trees in the lawn area in front

18 of the house.

19 Ms. Rivera: Shows location of trees.

20 Ms. Uhle: Asks Board to look at

configuration of driveway.

Ms. Cascione: Makes a motion to open the

22 public hearing on Application 06-18, 46 Water

Street.

Mr. Cermele: Seconds motion.

Ms. Marsh: Renee Marsh, 40 Water Street.

25 States she has major concerns with this house.

Explains this is a quiet old street in town

2 with a lot of old houses. Feels this house is

totally out of character and scale with the

3 neighborhood. States her house is sixteen

hundred square feet, this is five thousand.

4 States a concern with the setback this house

will tower over her back yard disturbing the

5 privacy in her back yard. Feels this is

totally out of keeping with what the

6 neighborhood is.

7 Mr. O'Leary: William O'Leary, 40 Water

Street. States he objects on the same grounds.

8 Feels house is completely out of keeping with

the neighborhood. Explains this is a quiet

9 little old middle class neighborhood with

modest little quaint houses, one of which was

10 ripped down to make room for this. Explains

they clear cut this yard taking out every tree

11 and bush except for a few trees around the back

fence. Asks what the point of the ARB is if

12 not to look at a structure that's proposed to

be built as to whether or not it's going to be

13 in keeping with the rest of the neighborhood.

Feels having a mc mansion like this in the

14 middle of this neighborhood is totally out of

character. Cannot imagine how the ARB or

15 Planning Board could see it as a fit in this

neighborhood.

Ms. Cascione: Explains Board is

17 constrained by the zoning law which had been

changed to prevent mc mansions, which are large

18 houses on small lots. States this is not a

small lot, this is a huge lot.

Mr. O'Leary: Feels the structure should

20 be in keeping with the rest of the

neighborhood. States this is a five thousand

21 square foot castle in the middle of a middle

class neighborhood taking privacy away from the

22 people in the neighborhood. Doesn't know how

the ARB could have given its approval. States

23 he fails to see how this is a fair process.

24 The Chairman: States this was properly

noticed.
