3 The Chairman: Calls meeting to order.

4 Pledge of Allegiance.

5 Roll call conducted by Mr. Cermele:

6 Mr. Pulaski: Present.

9 Ms. Uhle: States Angela Cascione and

Joanne Murphy will not be attending tonight's

10 meeting. Explains vote has to be unanimous in

order for it to be considered an approval. If

11 it's not unanimous, it's considered a no

decision and applicant would have to return.

APPLICATION 06-75, 755 WHITE PLAINS ROAD

14

15 Ms. Uhle: Explains Planning Board

approved application. Explains applicant

16 proposed significant renovations to the

existing building and parking lot. Explains

17 one of the conditions of approval was that they

try to contain storm water on site and then

18 have it tie into the storm drains on White

Plains Road. States applicant was open and

19 willing to do that, however, subsequent to the

approval when they went back and did some

20 research it turns out it's not as feasible as

they thought it might be. Explains only issue

21 before board is treatment of storm water

drainage on site.

The Chairman: Asks if there is any

23 increase in impervious surveys.

24 Ms. Uhle: States no net increase, there

is a minimal decrease. Explains zoning law

25 indicates the applicant is not required to

provide a storm water drainage facility as long

as they don't increase the runoff.

Mr. Tartaglia: Chris Tartaglia, attorney

3 on behalf of the applicant. Shows photograph

of the general area. States nearest storm

4 drain to the site is located to the south about

one hundred and sixteen feet away on Maple

5 Street. Explains that storm drain does not

continue northerly down White Plains Road.

6 States to the north of the site the nearest

drain is roughly at the intersection of

7 Reynolds and the shopping center that's next

door. Explains they thought about doing a dry

8 well, but the concern they have is there are a

couple of rock out croppings on the side which

9 would indicate there is very shallow bedrock.

States they're not increasing impervious,

10 they're decreasing it. Indicates they are

requesting relief from having to provide site

11 drainage. States they have met all the other

comments from the Planning Board. States site

12 is only eight thousand square feet so actual

run off which is going into White Plains Road

13 is very minimal.

14 The Chairman: Asks if Steve Grogg from

Raymond Keyes looked at this.

Ms. Uhle: States typically they wouldn't

16 have an engineer look at this plan at this

scale.

Mr. Pulaski: States they aren't changing

18 the site very much from what it is presently

and they aren't making a lot of changes to the

19 structure itself. Feels it would be an

exorbitant cost to run the drain.

The Chairman: Entertains a motion to

21 approve Application 06-75, 755 White Plains

Road.

25 APPLICATION 06-13, 138 WOODRUFF AVENUE

Ms. Uhle: States this is for site plan

3 and architectural review approval for

modifications to an existing building to

4 convert the use to a two family residence.

Explains this was before ARB at last month's

5 meeting and ARB had one or two minor comments.

Explains two family residences are permitted

6 within the RTD zone.

7 Mr. Crocco: Joseph Crocco, architect for

the applicant. Explains they're removing the

8 overhead door and installing a pair of double

hung windows, a couple of transoms and adding

9 some additional brick work which will match the

brick work that was there.

The Chairman: Asks what happens to the

11 parking pad in the front.

12 Mr. Crocco: States it remains the same.

States there is no increase in pavement.

13 States there is a reduction in the parking

requirement.

Mr. Pulaski: Asks how many spaces can

15 fit in the pad now.

16 Mr. Crocco: States legally two.

17 Mr. Pulaski: Asks if that's an existing

condition.

Mr. Crocco: States yes.

Mr. Cermele: Makes a motion to open the

20 public hearing.

The Chairman: Entertains a motion to

4 approve Application 06-13, 138 Woodruff Avenue.

8 APPLICATION 06-24, 11 JOHN ALBANESE PLACE

10 Ms. Uhle: Explains sometimes they refer

certain types of applications to Westchester

11 County for their review and comment. States

the county had two comments, the first was they

12 felt the applicant should provide some

pedestrian access from the site to White Plains

13 Road and the county is always advocating

affordable units and mentioned the desire to

14 require that at least one of the units be an

affordable unit. States applicant is here for

15 final approval.

16 The Chairman: Asks applicant to walk

board through the changes.

Architect: States they submitted a roof

18 plan indicating the compressor locations.

States they reduced the apartments from

19 fourteen to twelve which gave them four

additional parking spots for visitors.

20 Discusses parking spots twelve and thirteen.

Indicates they could eliminate spot thirteen.

Mr. Cermele: States they could convert

22 spot thirteen to a grassy island.

23 The Chairman: States they could put low

landscaping and a tree where spot thirteen is.

24 Asks if trash compactor is now screened in with

a five foot high fence.

Architect: States yes.

The Chairman: Asks about lighting.

Architect: States they have provided the

4 specifications for the lighting. Discusses

lighting.

The Chairman: Asks if there is any

6 spillage over the property line.

7 Architect: States no.

8 The Chairman: States light is spilling

onto the sidewalk. States they could lower the

9 fixture, lower the wattage and put a shroud on

it.

Architect: States they could do that.

The Chairman: Explains when drawing gets

12 revised, in the lower corner of the drawing

they should put a block and have someone draft

13 exactly what was done so there is no light

spillage off the property.

Ms. Uhle: Asks if that's on the western

15 and northern property line.

16 The Chairman: States yes. Asks if there

is a parapet around the condenser units.

Architect: States yes. Explains one

18 member of the ARB suggested having the

handicapped entry in the same location as the

19 normal entry. Explains they were able to bring

the ramp from the side exit or entry into the

20 building to the main lobby.

21 Mr. Pulaski: Makes a motion to open the

public hearing.

Mr. Pulaski: Asks what was done

5 regarding the ARB comment to consider adding

dimension to each of the facades of the

6 building to reduce the massiveness.

7 Architect: States the center portion of

the building was projected out by eight inches.

The Chairman: Asks about the issue of

9 storm water review.

10 Ms. Uhle: States applicant provided a

storm water management plan. States if board

11 chooses to they could ask that an outside

engineer review it.

The Chairman: States he would have no

13 problem with Raymond Keyes reviewing it.

14 Mr. Pulaski: States a concern there is

no alternative parking in that area at night.

15 Feels this building may have the right number

of parking spaces per code but when people have

16 visitors those cars have to go somewhere.

Feels this town needs a plan on how that is

17 going to be dealt with because when there is

overflow it goes into the single family home

18 districts. Feels the extra three spaces is a

step in the right direction but is not enough.

19 Feels parking in that area is already strained.
