13 APPLICATION 06-75, EASTCHESTER FARMS

Ms. Uhle: States applicant is proposing

15 renovations to the Getty Mart that's on the

north end of town and it will be called

16 Eastchester Farms. Explains applicant will

also be improving the canopy over the adjacent

17 gas pumps and the booth affiliated with that.

States building department was concerned about

18 the turning radius trying to exit the site from

the back. Explains they are showing less

19 parking than previously proposed but

circulation is better. Explains building

20 department asked applicant to provide trench

drains and they indicated they are willing to

21 do that and they have contacted DOT. States

ARB requested a monument sign and applicant is

22 showing a monument sign. Explains ARB

suggested trash enclosure be located on the

23 adjacent property if possible. Explains the

problem with that is the properties are under

24 separate ownership. Explains with the new

revised plan it's more appropriate and easier

25 to keep the trash enclosure on the site the

Getty Mart is on.

Ms. Cascione: Asks if the trash

3 enclosure effects the traffic flow by staying

there.

Ms. Uhle: States no.

Mr. Tartaglia: Chris Tartaglia,

6 engineer. Feels existing building is ugly.

States applicant is proposing to add some

7 dimension to the roof and a peak to the roof

over the top of the existing flat roof. States

8 exterior treatment is hardy plank. Shows

sample. States they are proposing a sign on

9 the front of the building. States sign is

externally illuminated with gooseneck lights.

10 States Eastchester Farms is the name. States

they will put grills on the windows and doors.

11 Explains in front of the building they will put

in a curbed area with some landscaping. Refers

12 to adjacent lot. Describes canopy. States

they are proposing to tie the buildings in with

13 the same hardy plank siding and trim. States

they will get rid of red fascia. States they

14 will use a white ASM aluminum composite fascia.

15 Mr. Pulaski: Makes a motion to open the

public hearing.

23 Mr. Pulaski: Asks if nine foot seven

dimension between the corner of the building

24 and property line conforms.

25 Ms. Uhle: States no, but it's an

existing condition.

Mr. Pulaski: Asks if they need anything

3 from zoning on that.

4 Ms. Uhle: States no.

5 Mr. Pulaski: Asks what they have done to

omit any safety hazards to property.

Mr. Tartaglia: Explains when they ran

7 the turning templates they ran a seventeen foot

long by seven foot wide vehicle and it does

8 work. Explains the turning template they ran

is very conservative and he feels confident the

9 plan will work.

10 Mr. Pulaski: Asks if there is anything

they could put into the ground or a curb that

11 stands out a little so if the tires get too

close it will be forced back into the center.

Mr. Tartaglia: States they could

13 consider that.

14 Mr. Pulaski: Suggests some striping to

help gage the width. States a concern over the

15 lighting.

16 Ms. Uhle: Explains she expressed the

Board's concern to the applicant with regard to

17 the lighting being shielded, staying on the

property, being the minimum necessary for

18 safety requirements. States she could get a

consultant to review plan to ensure light

19 levels are sufficient for safety purposes but

are limited to the site only and are directed

20 downward.

21 Mr. Tartaglia: Explains they are trying

to keep lighting levels on Eastchester Farms to

22 a minimum. States they propose two area lights

in the front. Explains all of the existing

23 lighting will be removed and two area lights

are minimal to provide visibility in the access

24 aisles and out and front. States lighting is

minimized in terms of the number of fixtures.

25 States they do have a lighting plan that shows

the foot candle levels.

Mr. Pulaski: Discusses lighting.

Mr. Tartaglia: Explains lighting levels

4 on gas station are staying the same, only

improvements are on Eastchester Farms.

Ms. Cascione: Asks if lighting is all

6 directed into the site.

7 Mr. Tartaglia: States yes.

8 Mr. Cermele: States on plan SP4 they

show lights to be a hundred and seventy-five

9 watts and on revised site plan they show two

fifty. States he would have no problem with a

10 hundred and seventy-five watts and he would not

need a light consultant with that.

Mr. Tartaglia: Discusses lighting

12 levels. Refers to lighting plan.

13 Mr. Cermele: Recommends staying with

plan SP4 with the one hundred seventy-five

14 watts.

15 Mr. Tartaglia: States monument sign is

proposed to have up lights in the planter.

16 Explains there won't be any spill because it's

directed upward at the sign.

Mr. Cermele: States he is fine with SP4

18 plan for lighting.

19 Ms. Cascione: Discusses monument sign.

States her feeling would be to have ARB discuss

20 monument sign at their next meeting.

21 Ms. Uhle: Believes ARB would appreciate

the opportunity to comment on it.

Ms. Cascione: Entertains a motion to

23 approve application with the changes discussed

by Ms. Uhle regarding the trench drains and

24 turning radius and the monument sign being

referred to the ARB on Tuesday.

Mr. Pulaski: Asks that it be

communicated to the applicant his concern about

2 the passageway. Feels if there start to become

damaged vehicles something will need to be done

3 but if the vehicles manage to pass through

without damage there is no reason to add

4 things. Feels they could do things with

striping or curbing. Feels at night there may

5 need to be a light in that area.

6 Mr. Tartaglia: Suggests reflective tape.

7 Mr. Cermele: States there is a proposed

concrete cut and door with a light above it at

8 that location. States they could put a bollard

between the curb and existing corner.

Ms. Uhle: Discusses trash enclosure.

Mr. Tartaglia: Feels right next to the

11 third parking stall is an ideal place for the

trash enclosure.

Mr. Cermele: Feels a six yard container

13 on wheels would fit fine.

14 Ms. Cascione: Makes a motion to approve

Application 06-75 with the changes of the

15 trench drains, turning radius and the location

of the dumpster and the monument to be referred

16 to the ARB at their meeting next Tuesday.

17 Ms. Murphy: Seconds motion.

APPLICATION 06-54, 193 OLD WILMOT ROAD

21 Ms. Uhle: Explains this is an

application for site plan and architectural

22 review approval for additions and alterations

to an existing single family residence. States

23 applicant received an area variance for side

yard setbacks in June and appeared before the

24 ARB earlier this month and were referred with

25 no changes.

Mr. Cotugno: John Cotugno, architect.

2 Explains this is a second story addition to an

existing ranch house. States they are adding a

3 porch to the front. States porch is the only

change in footprint. States they will have

4 hardy plank clapboard pre-painted on the

outside, architectural grade shingle, brick

5 under front porch, wood railings, brown

shutters. Shows sample of roof shingle.

6 States brick under front porch will be the same

as the chimney.

Mr. Cermele: Makes a motion to open the

8 public hearing.

9 Mr. Pulaski: Seconds motion.

11 Dr. Comizio: Joseph Comizio, 41 Ampel

Drive. Explains south border of his property

12 is adjacent to the north border of this

property. States his property is impacted by

13 this variance. Explains he has gone to great

lengths to help him and his neighbor enjoy the

14 privacy of their homes. States there has been

a variance in the past for this premises.

15 States a lot of landscaping and a property line

fence has been constructed along the property

16 line. Explains his opposition is not to the

second floor addition but the variance and the

17 second floor windows.

18 Ms. Cascione: Explains variances are on

the side yard.
