3 The Chairman: Calls meeting to order.
5 The Chairman: Introduces new member, Jim
Bonanno. States Mr. Bonanno is a structural
6 engineer. Thanks Joanne Murphy for her five
years service and dedication to the board.
APPLICATION 06-56, PETRIELLO SUBDIVISION
Ms. Uhle: States this is just an agenda
17 item. Explains Planning Board previously
granted subdivision approval for a two lot
18 subdivision at 85 Tuckahoe Avenue and 67
Hickory Hill Road and the approval runs for a
19 hundred and eighty days. States approval has
expired and the applicant has requested
20 Planning Board grant one ninety day extension
to allow them more time to file a subdivision
21 plat with Westchester County.
22 The Chairman: Asks if that is
retroactive to January 18th?
The Chairman: States he has no objection

Ms. Cascione: Makes a motion that the
3 Planning Board extend the conditional approval
of the final subdivision plat for Application
4 06-56, Petriello subdivision, for a period of
ninety days to commence on January 18th, 2007
5 and end on April 17th, 2007 in accordance with
Town Law Section 276, Subsection 7C.
Mr. Pulaski: Seconds motion.
APPLICATION 06-72, 42 ORCHARD STREET
11 Ms. Uhle: Explains Planning Board
previously granted special permit approval to
12 allow the two family residence to be put on the
front of the property which is actually in a
13 single family residence district. States
special permit approval was granted with a
14 number of conditions related to the site plan.
States those conditions have been represented
15 on the site plan presented this evening.
States ARB reviewed application and comments
16 were they would prefer a reddish brick rather
than a beige tone brick. States applicant has
17 made it clear that he would prefer the brick
that is proposed. States application is now
18 here for final approval.
19 Mr. Cotugno: John Cotugno, architect for
project. States house is colonial in style,
20 all brick with brick quoins on the corners, a
brick soldier course that sticks out to give a
21 shadow line. States house will have white
trim, white columns, asphalt shingle roof.
Ms. Cascione: Makes a motion to open the
23 public hearing on Application 06-72.

Mr. Cotugno: Shows landscape plan.
3 Explains there are two trees on the rear of the
property that will remain.
Ms. Cascione: Asks if the maple tree and
5 Norway spruce in the front will be removed.
6 Mr. Cotugno: States yes.
7 Ms. Cascione: Asks if they will be
putting in some other flowering tree or
8 something to replace that.
9 Mr. Cotugno: Feels it would be a good
idea to show a flowering tree.
Ms. Jansen: Karen Jansen, 48 Orchard
11 Street. States her main concern relative to
the landscape plan is if there are just small
12 shrubs between herself and this house as a
Ms. Uhle: Explains those are five to six
15 Ms. Jansen: States she went before the
ARB and supported this particular plan and does
16 support it again. States she was dismay to
hear that the board was willing to consider the
17 circular driveway that they original said was
going to be out, but the applicant decided to
18 do the right thing by the neighborhood and
agreed to not go with the circular driveway.
19 States her major concern is because of the size
of this house and because of the additional
20 traffic due to the fact it's a two family
house, she doesn't know if a five to six foot
21 arborvitae is going to be enough. Feels maybe
a hemlock would be more appropriate. States
22 she will leave that up to the board. Explains
this was a piece of property that was
23 completely natural in its shape and form and
now all she sees is a row of arborvitae. Asks
24 that the landscaping plan be enhanced but
generally speaking does support the

Mr. Pulaski: Feels it does appear to be
4 Mr. Gizleo: Mario Gizleo, 18 Oakridge
Place. States he is in the back of this house.
5 Asks if there will be any shrubs in the back.
6 Ms. Uhle: Explains they are proposing a
six foot high vinyl fence at the rear of the
8 Mr. Gizleo: States he would like some
hemlocks ten foot high, would like them grown
9 in soil instead of sand and would like metal
Mr. Pulaski: Feels this property has
11 enough width on the shoulders and in the rear
to support a fuller tree than the arborvitae.
Ms. Uhle: Explains where they're showing
13 the arborvitae on the right side of the
property is a fairly tight space. Feels where
14 they're showing the fence, having the
arborvitae and a fence may be redundant. Feels
15 if they want to go with hemlocks it might make
Mr. Pulaski: Feels just a fence doesn't
17 look like it has a lot of life.
18 Mr. Cermele: Feels they should take the
fence on the left side, bring it to the back of
19 the house and in place of the fence put four or
five additional arborvitae or hemlocks.
Mr. Pulaski: Feels if they want the
21 fence for security or to limit the spread of
light that's fine, but if you get some tall
22 growth around it that growth will tower the
fence and that's what you're eye will pick up
23 instead of the fence, particularly a plastic
fence which will stand out.
Ms. Uhle: Agrees with the comment about
25 putting a large deciduous tree or a cluster of
flowering trees in front of the property. Asks

2 the landscape architect to revise the plan to
show some additional perimeter screening with a
3 mix of larger evergreen shrubs and deciduous
Ms. Jansen: States front of this
5 property is set back further and not flush with
the other houses on the street and it looks
6 like that landscaping may be a little thin for
Mr. Gizleo: States he would like metal
8 property markers because he has a buffer zone

11 Mr. Cermele: Feels if they add a cluster
of three flowering trees in the front that
12 should be sufficient. Feels there is no need
to add more landscaping around the property.
Mrs. Gizleo: Asks if in the back it's
14 just a white sterile fence.
15 The Chairman: Explains board cannot
mandate planting off the property or on town
17 Ms. Uhle: Explains board can ask
applicant to plant additional landscaping into
19 Mrs. Gizleo: States now she has to look
Ms. Cascione: States board has never
21 required plantings in a back yard.
22 Ms. Uhle: Explains there are two trees
Mrs. Gizleo: Asks if they could consider
24 trees instead of a fence.
25 The Chairman: Explains if someone has a
complying lot and they want to put a fence up,

2 they could put a fence up. Explains they never
mandated a planting off of somebody's site.
Mr. Gizleo: Asks if they could put a row
4 of hemlocks instead of a fence.
5 The Chairman: Explains someone might
want a fence because of children, a pet.
6 Explains anybody could plant anything in the
narrow buffer that's there.
