2 The Chairman: Calls meeting to order.

4 Mr. Cermele: Calls roll.
States Mr. Pulaski and Ms. Cascione are
8 unable to attend tonight's meeting.
Explains applicants need a unanimous vote
9 to get an approval. States applicants have the
option to adjourn to the next meeting.
10 States application for 92 Brook Street
has been adjourned for additional information,
11 which requires a new notice. States Montefiore
Medical Center, 32 Lakeshore Drive and 88
12 Lakeview Avenue have been adjourned to the
APPLICATION 05-79, 49 LAKESHORE DRIVE
Ms. Uhle: Explains this is an
17 application for a new single family home that
was approved by the Planning Board in October.
18 States plans that were approved showed all the
windows being true divided light windows and
19 applicant is now proposing fine light windows.
States applicant is here to ask permission to
20 replace the true divided light windows with the

23 The Chairman: Asks if this applies to
all windows and French doors.
Ms. Rivera: States just the windows.

APPLICATION 05-49, 370 WHITE PLAINS ROAD
11 Ms. Uhle: Explains there were a number
of staff meetings and meetings with the fire
12 department as well as two round table meetings
with members of the ARB and Planning Board that
13 addressed site plan issues and there was a
round table meeting where they looked at
14 architectural issues in more detail. States at
this point the two outstanding issues are with
15 regard to the character of the proposed
architecture and with regard to the lighting
16 plan. States application is before Board for
referral to the ARB. States application will
17 be coming back to the Planning Board to address
more of the site plan issues.
Mr. Kirkpatrick: John Kirkpatrick.
19 States they would like to be referred to the
ARB. States they have made several changes.
21 Ms. Serosati: Diane Serosati (Ph.),
design building firm. States she has presented
22 the elevations with modifications as well as
four alternate ways to look at the building.
23 States one of the suggestions was to extend the
windows adjacent to the front entry down to the
24 water table. States they added a lintel to the
entrance window. States they removed all of
25 the neon. States another suggestion was to
look at breaking up the awnings and that is

2 shown in the alternate elevations that they
have presented for review.
The Chairman: Asks about southwest
5 Ms. Serosati: States they have soldier
coursing running around the entire building as
6 well as the rock base. Explains that elevation
is a stacking lane for cars.
The Chairman: Suggests putting in some
8 clear story glass below the awning.
9 Ms. Uhle: States there is landscaping
also along that property line.
Ms. Serosati: Explains there will be

different treatments of the logo. States
14 technically logos are not permitted except if

16 the logo on a wall that's about three feet back
from the face of the window. States alternate
17 two is a wood sign with neutral colors and that
sign would be lit with gooseneck lights from
18 the facade and there would be no window.
States alternate three is the window a typical
19 Walgreen's would have with no graphic displayed

21 two would be a neon illumination.
22 Ms. Serosati: States no. Explains the
lights in the room would light that space.
The Chairman: Asks why they need the

logo should relate to the mutton spacing.
12 Reviews recommendations of the Board: Flat
roof versus the pitched roof; the five mullions
13 versus the four mullions; the segmented awning
all the way down including over an opaque
14 masonry area; the change in the brick to the
rose color; the cast stone and motor joint will
15 be the same color; the bollard will be a
pre-cast sleeve over the top of the bollard to
16 match the pre-cast stone and the signage on the
north elevation; the secondary signage will be
17 eliminated; the center sign will be fifty
percent of the allowable and the logo will be
19 Ms. Serosati: Suggests eliminating the
logo from the window versus shrinking it.
Mr. Kirkpatrick: States they would
21 prefer the secondary signage.
22 The Chairman: Feels anyone driving south
on 22 will see the word Walgreen's on the north
23 elevation and will see it on the west
elevation. Feels there is no loss in not
24 having the secondary signage.
25 Mr. Kirkpatrick: States they could drop
the logo and go for half the size on the

3 The Chairman: Explains it's not the size
it's the clutter. States logo should be shrunk
4 down to whatever works proportionately.
5 Ms. Uhle: States residents were
concerned about the landscaping. States she
6 wants to review the landscaping plan in more
detail. States she will work with applicant on
7 the landscape plan more.
8 Mr. Kirkpatrick: States they are
proposing a six foot stockade fence.
Mr. Romano: States it will be a natural

architectural issue is the applicant prepared a
14 revised lighting plan.
15 The Chairman: States they will look at

Ms. Uhle: Reviews recommendation: Flat
17 roof versus gable roof; segmented awnings
versus continuous awning and continue so they
18 balance out the pharmacy and photo sign on
north elevation; rosewood brick; buck stone
19 coping; cast stone and mortar should match;
applicant needs to provide details of proposed
20 bollards that match the cast stone. With
regard to logo and signage, smaller logo plus
21 or minus three by four feet rather than the six
by five feet that's proposed; on the north
22 elevation the Walgreen's sign is permissible
but fifty percent of the size of the sign on
23 the west elevation; signage on west elevation

open the lighting will be on.

6 foot high stockade cedar fence unpainted.
7 The Chairman: States mullion spacing
will be as per the architectural plans not the
8 rendering. States they will re-visit the
lighting when application comes back.
9 Entertains a motion to have the Planning
Board declare itself lead agency and to issue a
10 negative declaration for Application 05-49.
11 Mr. Cermele: Seconds motion.
13 The Chairman: Entertains a motion to
refer Application 05-49 to the ARB with the
14 conditions just reviewed by Ms. Uhle to be
confirmed by Mr. Kirkpatrick.
