Mr. Pulaski: Calls meeting to order.
Ms. Uhle: Explains they will be starting
9 with the applications under new business first.
11 APPLICATION 07-18, 195 LINCOLN PLACE
13 Mr. Tomano: Richard Tomano, architect.
States application is for a two story
14 alteration. Explains they built on the
footprint of the existing building. Discusses
15 comments that were raised by the ARB.
Discusses dormers. States they kept the circle
16 head window. States ARB made a recommendation
to split the stone halfway up and halfway down.
17 Explains that didn't work out because of the
bay window and the owner liked the stone the

recommendations and three of those

8 Mr. Bonanno: Asks if driveway that's
shown on the site plan is existing and is it

on the one side. Feels it looks like an
12 addition and doesn't flow. Asks if the are
with the stone is further back than the front

APPLICATION 07-34, 17 ANDERSON AVENUE
Ms. Uhle: Explains this is an
22 application for additions and alterations to an
existing single family home. States
23 application was before the ARB and ARB had
seven recommendations and applicant
24 accommodated all but two of those
recommendations. Explains some windows that
25 are shown on an elevation are not reflected on
the plan so that is a change that will be need

to be made in the drawings. The other
2 recommendation is windows be added to side
elevations on the second floor in each of the
3 three bedrooms and applicant did not show those
on the five drawings. States five remaining
4 recommendations were shown as revisions.
5 Mr. Natoli: Richard Natoli, applicant.
States one of ARB's suggestions was to beef up
6 the portico, which they did. States ARB wanted
some lighting and they put the lighting in.
7 States they removed the shutters from the side
elevation and the rear. Explains in terms of
8 adding windows to the second floor elevation he
needs all the wall space for beds and
9 furniture. Feels one window per bedroom would
suffice. States all the other changes that
10 need to be made will be made.
11 Ms. Cascione: Asks if he's talking about
all the bedrooms other than the master bedroom.
Mr. Natoli: States yes. Explains if he
13 puts two windows in the other bedrooms it will

vinyl siding, rustic roof, maroon wooden
17 shutters. States door will be a solid wood

Mr. Pulaski: Feels garage side elevation
5 would look a lot better if it had more windows.
6 Mr. Natoli: States he agrees. Explains
at the ARB meeting his neighbor spoke against
7 them putting windows on the garage side for
privacy reasons because his master bedroom is
8 there. Explains when they reviewed it they
opted not to put the windows in to make the
10 Mr. Bonanno: Asks if there is any
feature they could put on the garage side to
11 break up the expanse of siding.
12 Mr. Natoli: States he has a kitchen
window and they will be putting a hedge row
13 along the side, six to eight foot arborvitae.
Explains his neighbor is about two feet over
14 his setback so the houses are really close on
that side. Show sample of roof.
Ms. Cascione: Makes a motion to approve

22 Mr. Pulaski: Explains since they are a
board of three all board members have to vote
23 in favor of an application for it to pass.
24 Ms. Uhle: Explains with the Planning
Board it would be considered no action and they
25 would come back at the next meeting.

Mr. Davis: Robert Davis, attorney for
3 the applicant. Explains they were last before
board on January 24th for conceptual sketch
4 plan review and board conducted a site visit on
March 19th. States at the board's March 28th
5 meeting board requested cluster subdivision
authority from the town board, which was
6 granted. Explains tonight they would like to
complete the sketch plan review process and
7 declare this a minor subdivision, complete the
SEQRA procedures, conduct a public hearing on
8 the two alternative subdivision plans to get
direction from the board on which plan they
9 should proceed with. Explains property is
located at the cul-de-sac of Eton Place in the
10 R-6 zoning district. States property is about
three and a quarter acres, half of which is
11 buildable land and half of which is known as
Lake Ida. Explains currently the property is
12 comprised of three tax lots, one is tax lot 22
that has an existing house on it and lot 48 and
13 lot 51 which includes not only the lake but
some accessory structures. States currently
14 there is no obligation on anyone's part to
maintain the lake but on the approval of the
15 subdivision the owners of the new lots would
undertake that obligation. States town also
16 owns a parcel which borders the property to the
east. Explains this is a unique property due
17 to a number of factors, it's historical use for
industrial and mining purposes, the fact that a
18 significant portion of the property is
comprised of the lake, as a result of the lake
19 the upland property is unusually shaped,
existing house is on a non-conforming lot, the
20 property is at the end of a cul-de-sac and
borders the town park. Explains project is a
21 four lot subdivision which should be construed
as a minor subdivision under the code whereby
22 the three existing tax lots would be modified
into four so there would be one additional lot.
23 States most likely the lake would be jointly
owned common area. Feels all of these unique
24 facets call for creative planning which is why
they are offering two alternative subdivision
25 plans, one is a conventional plan and a one is
a cluster plan. States neither plan requires

any variances. Explains this cluster
2 subdivision does not include town houses or
attached dwellings. States lots range from
3 eleven thousand square feet to thirty-five
thousand square feet which far exceed the six
4 thousand minimum lot size requirement in the
zone. Discusses the advantages of the cluster
5 plan. Explains driveway will be less intrusive
under the cluster plan and better for the lake
6 and there would be no need for the town to
maintain this particular driveway. States
7 houses will be located a bit further from the
lake under the cluster plan, it allows one of
8 the houses to have lake frontage. Feels
cluster plan provides a more aesthetically
10 Ms. Rivera: Rebecca Rivera, Joseph
Crocco Architects. States property is three
11 and a quarter acres, half of it being the lake.
Explains they are before board proposing two
12 options, the conventional layout and the
cluster layout. Feels there are many positive
13 factors for going with the cluster layout.
Explains with the conventional layout it uses
14 up more impervious surface. Shows proposed
houses on the cluster plan. States under the
15 cluster plan they would also be able to pull
the houses farther back from the lake. States
16 all of the lots exceed the requirement, they
run from eleven thousand square feet to
17 thirty-five thousand square feet, which you
could build a three thousand square foot home
