The Chairman: Calls meeting to order.
Ms. Uhle: States Mr. Cermele is running
APPLICATION 07-94, 551 WHITE PLAINS ROAD
13 The Chairman: Explains until the fifth
member gets here they will need a three out of
14 four vote otherwise it's a non-decision.
15 Ms. Cascione: Explains they could wait
for the full board or proceed with the four
17 Mr. Anderson: Steve Anderson. States
they will proceed with a four member board.
18 States they proposed a two lot subdivision.
Explains they would like to keep the existing
19 house and in order to do that they needed a
three foot setback on the side. Explains they
20 have to remove an addition. Shows site plan.
States it's compliant with all the regulations.
21 States they received the variance from the

The Chairman: Asks if there was any
7 discussion about the proposed new house, which
is set ten feet back from the property line, to
8 have a dimension greater than that to
compensate for the three feet on the westerly
9 property line of the existing lot.
10 Ms. Uhle: States they are not proposing
a house at this time. Explains it was
11 discussed at the Zoning Board meeting and if
you look at the building footprint the houses
12 are staggered so the houses aren't adjacent to
each other. Explains it's only at the front
13 and rear corner where you would see that.
States they are the only two homes on White
14 Plains Road in this location. Explains in
granting the area variance the Zoning Board did
15 acknowledge the fact that because of the way
the buildings are set on the property they
16 didn't feel that granting the three foot
variance was significant since the separation
17 is not going to be perceived from the street
and it's also very far back.
The Chairman: Asks if they had
19 discussion about the fact that the result would
be thirteen feet building to building.
Ms. Uhle: States yes. Explains they
21 only overlap on a very small portion for each
Mr. Bonanno: Asks when the one story
23 addition is to be demolished.
24 Mr. Anderson: States for the subdivision
to be filed it would have to be demolished.
The Chairman: Makes a motion to adopt a

The Chairman: Makes a motion for the
5 granting of subdivision approval for
Application 07-94 with the condition that it be
6 referred to the town board for an assessment of

10 APPLICATION 07-53, 68 LAKE SHORE DRIVE
Ms. Rivera: Rebecca Rivera, Joseph
12 Crocco Architects. Explains this is a single
family residence under construction and the
13 home owners have decided they would like to
modify the previously approved exterior
14 finishes. States previously it was a stucco
exterior finish that was proposed and they
15 would like to change it to brick. Shows sample
of brick. States they would like to change the
16 shingle finish. Shows sample of shingles.
Explains they met informally with the ARB and
17 the ARB asked that the dormers over the garage
stay stucco, which they are in agreement with.

7 APPLICATION 07-84, 69 HICKORY HILL ROAD
Ms. Rivera: Rebecca Rivera, Joseph
9 Crocco Architects. States this is a single
family residence. Explains they now have an
10 engineer on board because of the board's
concerns with the high water table. States
11 they have raised the basement from a nine foot
ceiling height to an eight foot ceiling height.
12 States they raised the residence up a little.
13 The Chairman: Asks if they kept the
first floor elevation the same.
Ms. Rivera: States no. Explains they
15 did it to alleviate any water problems that may
Mr. Schroeder: Doug Schroeder, Kellard
17 Sessions ^ check. Explains his firm was asked
to look at the drainage for this site and for
18 the site behind it on Tuckahoe Avenue.
Explains they provided for a series of tanks
19 and also allowed for a future connection with
the Tuckahoe Avenue lot. States all of the
20 runoff will be brought by swale and yard drains
into the tanks and into the existing storm
21 drain system. States there is no increase in
Mr. Pilch: Alan Pilch, Evans Associates.
23 States he reviewed the storm water management
plan that Kellard Sessions prepared and felt
24 the calculations were done properly and on a
site they would anticipate the ground water
25 table to be high it would provide attenuation
of that peak rate of flow for all storms for

the one through the fifty year storm and
2 calculations were consistent with typical
practices. Explains there were a few items
3 that needed to be addressed on the plans.
States his comments were: There was no storm
4 water drainage piping shown from the site to
Hickory Hill Road; they were asked to supply
5 the pipe capacity calculations so they know the
system is designed properly; that they better
6 depict roof drain liters from all the building
corners; provide additional spot grades in the
7 proposed swales so they have that level of
comfort that in the future they will actually
8 convey the flow in the catch basins and not
onto adjacent property; finally, the plans
9 themselves do not depict either the sanitary
sewer connection to the existing sewer on
10 Hickory Hill Road or the water main connection
to provide water to the property.
The Chairman: Asks if the points that
12 are raised in Mr. Pilch's memo become
conditions of this approval.
Ms. Uhle: States as conditions of
14 approval it would be items one through eight
and she would recommend related to the ninth
15 item they at least show where the sanitary
sewer and water line are connecting for the
17 Mr. Pulaski: States he is very concerned
that these items be followed through because
18 this is an area that has a water table problem.
19 Ms. Uhle: Explains a permit would not be
issued until the drawings reflect the
20 conditions of approval and a Certificate of
Occupancy would not be issued until it was
21 guaranteed all those elements were installed
Mr. Pulaski: Feels it was very good that
23 Mr. Pilch pointed out the direction of the
swale because getting it in a fashion that it's
24 likely to stay there is also helpful.
25 Ms. Uhle: Explains two issues that her
and Mr. Pilch discussed is by requiring the

area drains that takes some of the burden off
2 of that swale, but also having it on the plan
and as a condition of approval that that swale
3 has to be maintained it gives the building
department leverage if in the future someone
4 were going to try to fill in that swale they
have something requiring them to restore it.
The Chairman: Asks if there was any
6 discussion of a temporary erosion control
Ms. Uhle: States as a condition of a
8 approval the board should indicate they provide
a sediment and erosion control plan. States
9 she received a call from one of the neighbors
that asked for the board to consider the AC
10 units be located on the opposite side of the
house or in the rear yard. Explains right now
11 they're located on the right side of the house
adjacent to his pool area. Explains if they
12 were on the left side of the house they're
adjacent to somebody else's rear yard. States
13 this neighbor also talked about the exterior
pool lighting asking that the board require it
14 be ground lighting so it does not disturb the
neighbors and asked if there is any soil stock
15 piled on the site it be required to be kept
away from the property line.
Mr. Pulaski: States if there was pool
17 lighting or pool fencing that would be
important to show because that would be
18 important for the board to review. Discusses
landscaping. Feels there is very little
20 Ms. Rivera: States they have a landscape
plan prepared. States they didn't take into
21 consideration the lighting for the pool.

be fenced because New York State Law requires
