2 THE CHAIRMAN: I would like to

7 (Whereupon the Pledge of Allegiance
9 THE CHAIRMAN: Before we get to the
10 agenda, we just have to approve the
11 minutes from two prior meetings. We'll
12 do them separately, because I was not at
13 the February meeting so I'll abstain from
15 Is there a motion to approve the
16 minutes from our meeting on February
19 THE CHAIRMAN: Moved by Mr. Cubita.
22 THE CHAIRMAN: Second by Mr.
23 Cahalin. All in favor.
1 EASTCHESTER ZBA - 4/11/06
4 THE CHAIRMAN: I'll abstain from
6 Is there a motion to approve the
7 minutes from our meeting on March 14th,
9 MR. SALANITRO: I'll make the
11 THE CHAIRMAN: Moved by Mr.
12 Salanitro. Is there is a second?
14 THE CHAIRMAN: Second by Mr.
15 Borducci. All in favor.
17 THE CHAIRMAN: Those minutes have
18 been approved. I'll just run quickly
19 through the agenda. We do have one
20 adjournment for item four tonight, which
21 is Family and Community Services which
22 I'll address when we get to that item.
23 If you are here for a particular
24 application to present, please let us
25 know that you are here, please let us
1 EASTCHESTER ZBA - 4/11/06
2 know whether you intend to proceed. We
3 do have a lengthy agenda tonight and if
4 you are not ready to proceed for any
5 reason, just let us know now in case
6 anybody is here waiting for your
7 application or watching at home we can
8 know up front whether you're going to
9 proceed or not tonight.
10 The first item tonight is the first
11 item under old business which is 46
12 Parkway Circle. I see the applicant is
13 here with respect to that one. We've
14 closed the public hearing. All that's
15 left with respect to that application is
16 to read a Resolution, so we'll proceed on
18 Second application under old
19 business is 292 White Plains Road. I see
20 the architect is here for that and you're
21 ready to proceed, correct?
23 THE CHAIRMAN: We'll proceed on
24 that. Third one is 25 Soundview Drive.
25 I see Mr. Debitetto and his architect in
1 EASTCHESTER ZBA - 4/11/06
2 the back. You're ready to proceed on
3 that one. Okay, we'll move forward on
5 The final item under old business
6 is Family and Community Services at 551
7 White Plains Road. That has been
8 adjourned tonight because we requested
9 certain information from the applicant
10 that we received late last week. The
11 Board has also requested that an
12 independent appraisal be done of the
13 property with respect to what would one
14 lot on that parcel be worth and also how
15 much would two lots on that parcel be
16 potentially worth because for those who
17 followed this last month the lot is big
18 enough to be subdivided into two lots.
19 That information that we requested of an
20 independent appraiser was paid for by the
21 applicant and the information was not
22 received until yesterday through nobody's
23 fault, we just requested it a little bit
24 late in the process. So, given that the
25 town received it yesterday we haven't had
1 EASTCHESTER ZBA - 4/11/06
2 any opportunity to look at it. So, given
3 all those elements, that one has been
4 adjourned until our next meeting in May.
5 With respect to anybody that is
6 interested in that one, you will not
7 receive another notice in the mail, you
8 will not see it advertised in any
9 newspapers in the public notice section
10 if you follow that, it's just being
11 adjourned from this meeting and it will
12 appear on the agenda in May without any
13 further notice being given directly to
14 the public. So, if you are interested in
15 that one, you can rest assured it will be
17 First item tonight under new
18 business is 675 White Plains Road. I see
19 Mr. Davis. You're ready to go on that
20 one. Okay, he will proceed on that.
21 Next one under new business is 9
22 Laurel Place. Is somebody here on that?
23 Gentleman in the back and you're ready to
25 Next application under new business
1 EASTCHESTER ZBA - 4/11/06
2 is 06-13, which is 138 Woodruff Avenue.
3 Mr. Crocco is here to go on that. You're
6 THE CHAIRMAN: Okay. Next item
7 under new business is 31 Stewart Place.
8 Is Mr. Salerno here on behalf of the
9 applicant? I don't see him yet, but we
10 all understand that that's going to
11 proceed tonight so if you're here
12 interested in that or watching at home we
13 expect that that one will proceed.
14 Next application under new business
15 is 47 Woodruff Avenue. Is somebody here
16 on that? Mr. Crocco again and you're
18 MR. CROCCO: Absolutely.
19 THE CHAIRMAN: That one will go
20 forward. Next to last on the new
21 business tonight is 31 Hewitt Avenue. Is
22 somebody here on that one? They're not
23 here yet, but that's another one we
24 expect to go forward tonight so if you're
25 interested in that one I would expect
1 EASTCHESTER ZBA - 4/11/06
2 that that will happen tonight.
3 The final one under new business is
4 61 Bradley Road. I don't see Mr. Tiso
5 here, but again, that is another one we
6 expect to go forward because we received
7 no information that it wouldn't. So, if
8 you're interested in that one most likely
9 that will proceed tonight as well.
10 We've gone through the agenda.
11 We're ready for the first item and it's
12 the first item under old business which
13 is Application 05-95, 46 Parkway Circle.
14 At our meeting in March, we closed
15 the public hearing. There were
16 additional written submissions that we
17 received prior to that meeting and at
18 that time the Board was satisfied we had
19 received everything that we requested and
20 all that was left with respect to this
21 application was to go to Resolution
23 I'll ask the Board whether there's
24 any other issues that the Board feels
25 needs to be addressed before we go to the
